Philadelphia Health Commissioner Dr. Thomas Farley announced on Tuesday, 9/29, that Philadelphia restaurants will be able to operate at 50% capacity starting Friday, October 2. Restaurants in the rest of the state were able to start operating at 50% last week on September 21. A mother and her adult daughter were each sentenced to five consecutive life sentences for the murders of 5 of their relatives, including 3 children, in a Bucks County apartment last year. 47-year-old Shana Decree and her 21-year-old daughter Dominique Decree each pled guilty but mentally ill to five counts of first degree murder. Organizers of the homeless protest encampments in Philadelphia announced that they have a tentative agreement with the City of Philadelphia to resolve the 3+ month standoff. Philadelphia Housing Action says that the City and Philadelphia Housing Authority will give 50 vacant and viable homes to the activists. They will be transferred into a community land trust. A man wanted for the attempted murder of three plainclothes Philadelphia police officers has turned himself in to authorities. 28-year-old Jeffione Thomas surrendered with his attorney on Friday, 9/25. The shooting happened last Friday, 9/18, on the 1400 block of Sharpnack Street in the Cedarbrook neighborhood. The three officers were riding in an unmarked vehicle. New Jersey lawmakers have passed a bill that would ban single use plastic and paper bags as well as plastic foam containers. Several states have bans on plastic bags or Styrofoam containers, but New Jersey would be the first to have an outright ban on paper bags. Some other states also allow customers to chose paper or plastic for a fee, but that would not be an option in the Garden State. A federal judge declined to stay his own ruling that Pennsylvania Governor Tom Wolf's limits on gathering sizes is unconstitutional while the Governor appeals the decision. U.S. District Judge William Stickman IV said that the Wolf administration failed to show that "imminent and irreparable harm will occur" if crowds statewide couldn't be limited to 25 people inside and 250 people outside.
