Woman in Wildwood Video Pleads Guilty; Bucks County Man Pleads Guilty; Cashless Ban Passes Council

A Philadelphia woman whose violent arrest on a Wildwood beach over Memorial Day weekend last year that turned into a viral video has pled guilty to disorderly conduct in a plea arrangement. Emily Weinman appeared in a Cape May court on Friday, 2/15, and was sentenced to 1 year of probation and has been barred from Wildwood and its beaches during that time. Weinman had been charged with two counts of aggravated assault of a police officer, resisting arrest, throwing bodily fluids, and obstruction. The incident on the beach last May was captured on both police body cameras and by a beachgoer. The police camera shows officers making contact with Weinman and questioning her about alcoholic beverages. She refused to give the officers her name or identification and became evasive. Police say she pushed and spat on officers. The beachgoer video shows the very end of the confrontation when officers tackle, punch, and arrest Weinman. The officers were cleared of wrongdoing.

A Bucks County man has pled guilty to the rape and murder of his teenage cousin. Colin Haag, now 21, was charged with first-degree murder, attempted rape, aggravated assaulted, and other charges in the death of 14-year-old Autumn Rayne Bartle. He was sentenced to life in prison plus 33 and a half to 67 years. Haag lived with his aunt, uncle, and cousin on Sycamore Avenue in Croydon. On Friday, March 30 2018, Haag stabbed his cousin 160 times and shot her in the face. She was found by her parents and taken to St. Christopher's Hospital. She died two days later. After the attack, Haag left the home, taking two guns from his uncle's room. Police found him hours later walking along State Road in Bensalem. He tried to shoot himself in the neck as officers approached, but was unsuccessful. The death penalty was taken off the table though the plea deal.

Philadelphia City Council has passed a bill that would require all stores to take cash. It will now go to Mayor Jim Kenney to be signed. Philadelphia City Councilman Bill Greenlee introduced the bill last week. Some stores, such as eatery sweetgreen, have gone cashless in favor of pay-by-card or pay-by-app. The biggest reason for ditching coin and paper is convenience and speed of service. It also reduces robberies and improves hygiene from passing bills. Councilman Greenlee and others argue that the cashless policy is discriminatory against the poor. The poor are less likely to have a bank account, credit/debit card, or access to a phone app to make a purchase at these stores. Stores are subject to a $2,000 fine for breaking the law. Some have argued that stores shouldn't be allowed to be cash-only, as many people no longer carry cash.

As business models evolve we must ensure that itâ€™s not discriminatory. Nearly 10% of Philly residents do not have credit I am happy to say @PHLCouncil just passed my legislation requiring businesses to accept cash as payment.
