| A federal judge declined to stay his own ruling that Pennsylvania Governor Tom Wolf's limits on gathering sizes is unconstitutional while the Governor appeals the decision. The legislation gives local control over games, scrimmages, and other in-person extracurricular activities. School districts could also determine their own safety protocols and crowd limits.
