Montco Mother Whose Son Shot Daughter Now Charged; Eviction Moratorium Extended; Philadelphia Mills

The Montgomery County mother of a boy who shot and killed his sister earlier this month is now facing charges herself related to the incident. 31-year-old Daisy Vasquez is charged with endangering the welfare of children, possession of a firearm by a minor-responsibility of adult, hindering apprehension or prosecution and recklessly endangering another person. It happened before 8 a.m. on Friday, 3/19, on Larchwood Court in Upper Providence near Collegeville. Vasquez had told her 13-year-old son to go retrieve her 9mm handgun from her car parked outside. As he walked back into the house, the boy pointed the weapon at his 12-year-old sister and shot. She was struck in the chest and died. Vasquez initially lied to authorities about what happened in order to protect her son and said she discharged the gun, but video surveillance inside the home clearly showed the boy with the weapon. He is facing third degree murder charges. "The death of this girl is a tragedy, but it could have been prevented. A pivotal aspect is the mother asking her child to go outside to the driveway to retrieve her handgun from the car-a handgun that had a bullet chambered and ready to shoot," said District Attorney Kevin Steele.

The Centers for Disease Control and Prevention (CDC) is extending the federal moratorium on evictions for tenants not able to pay rent due to the coronavirus COVID-19 pandemic. The moratorium was about to expire at the end of March, but has been extended to the end of June. "The COVID-19 pandemic has presented a historic threat to the nation's public health," CDC director Dr. Rochelle Walensky said in a statement. "Keeping people in their homes and out of crowded or congregate settings - like homeless shelters - by preventing evictions is a key step in helping to stop the spread of COVID-19." To qualify, individuals must earn less than $99,000 or $198,000 for couples. They must attest that they've sought government help to pay the rent; declare that they can't afford the rent because of COVID-19; and show that they'll become homeless if evicted. Tenants have to actively take these steps. Biden extended a ban on housing foreclosures to June 30 back in February.

A man was shot and killed at the food court in the Philadelphia Mills mall on Monday evening. It happened around 5 p.m. inside the orange entrance at 1455 Franklin Mills Circle. A fist fight broke out in the food court. "At some point or another, an individual pulled out a weapon, fired at least five rounds into our decedent," said Sgt. Eric Gripp with the Philadelphia Police Department. A 21-year-old man was shot multiple times in the chest. He was pronounced dead at the scene. The entire sprawling mall was put in lockdown as police and SWAT searched the premises for the shooter. The lockdown was lifted after an hour. The suspect was not found and no weapon was recovered.

UPDATE: The victim has been identified as 21-year-old Dominic Billa. Billa is the stepson of a detective assigned to the District Attorney's office Homicide/Non-Fatal Shooting Unit.
