The Lancaster County District Attorney's Office released its findings on Wednesday, 10/14, after reviewing the deadly shooting last month involving a Lancaster city police officer. District Attorney Heather Adams says that they found that the shooting was justified. "There is no question, no question, that the officer was justified in the use of deadly force," she said. "The footage shows that when the officer gets in front of a residence in the 300 block of Laurel Street, Munoz immediately emerges from inside and runs toward the officer, brandishing a knife above his head, in clear view, in a threatening manner. The officer then fired," the DA’s Office said. The DA's office also said that "there was no time or opportunity for de-escalation" and that the officer feared for his life. The officer's name has not been released.
The incident happened on September 13. Police were called to a domestic disturbance. When the officer arrived at the residence, 27-year-old Ricardo Munoz rushed out the front door and began to chase the officer with a knife. The officer was running away and turned to fire at Munoz. Munoz was struck four times and died at the scene. The entire incident was captured on police body cam and released to the public the day of the shooting. There were protests in Lancaster following the incident.
The School District of Philadelphia announced on Wednesday, 10/14, a plan for a return to in-person learning for students throughout the district. The plan does not call for full-time in-person learning, but proposes a hybrid model. Families can also choose to remain all-digital. Hybrid students would be broken into two groups. Group A would attend school on Monday and Tuesday and learn remotely Wednesday, Thursday, and Friday. Group B would attend school Thursday and Friday and learn remotely Monday, Tuesday, and Wednesday. The two groups would receive synchronous lessons, with the students at home watching a live stream of the classroom. There will also be time for independent learning and small group instruction.
The return to the classroom is broken up into four phases. Phase 1 includes students in Pre-K - 2nd grade. They will start on November 30. Phase 2 includes *students with complex needs starting in January. Phase 3 includes 9th grade and CTE students (career and technical education). They will start late January or early February. Phase 4 includes everyone else at a time to be determined. Parents will have to decide if their child will continue to be 100% digital or go back to school. If no decision is made, the child will remain online.

The school district has invested $6 million in technology to enable live streaming of classrooms and other advancements for hybrid digital learning. There are also numerous changes in the school buildings to ensure COVID-19 safety.
A mother has been charged in the fatal stabbing and drowning of her son on Monday evening, 10/12. 40-year-old Jennifer Joseph has been charged with the murder of 5-year-old Devon Joseph. It happened after 10 p.m. on the 4800 block of Pine Street in West Philadelphia. The boy's father returned home to find his son face down in the bathtub of water with a stab wound to his neck. He pulled the boy from the tub, but he was unresponsive when paramedics arrived. They performed CPR as he was taken to Children's Hospital of Philadelphia. The boy was pronounced dead just after 11 p.m. Jennifer Joseph was found with self-inflicted lacerations to her wrists. She was taken to Penn-Presbyterian Hospital in stable condition under police guard.

Temple University will allow some fans back into the stands this Saturday, 10/17. The football team takes on University of South Florida at Lincoln Financial Field. While the Philadelphia Eagles have decided to allow almost 6,000 fans to their game on Sunday, 10/18, Temple will only be offering tickets to the family of the players.
