| Woman Arrested in North Coventry Fire; Philly Hearing on ATV/Dirt Bikes; Postal Worker Dumps Ballots |

A woman has been arrested in connection with a massive apartment fire in Chester County over the summer. Toni Kirk is charged with causing or risking a catastrophe, aggravated assault, criminal mischief, and related offenses. She is currently in the custody of Broome County Sheriff's Department in Binghamton, New York, and awaits extradition. The fire happened on July 30 at the Ashwood Apartments in New Coventry Township. The three-alarm blaze completely engulfed the three-story building and the floors collapsed in on themselves. Four people were injured and over 100 were displaced. The Chester County Fire Marshal ruled the fire incendiary. Witnesses say that Kirk was the only person to leave her unit before the alarms went off. She admits being there, but says someone else set the fire.

Philadelphia City Council's Public Safety Committee held a hearing on Wednesday, 10/7, on the issue of ATVs and dirt bikes. The committee heard testimony from residents who want the illegal riding to stop and from riders who want a place to ride. It is illegal to ride ATVs and dirt bikes on city streets, but many riders who do take to the streets engage in reckless behavior that endangers themselves, other drivers, and pedestrians. Police do confiscate 100's of vehicles a year, but can only do so much to enforce the law. Several city council members support the idea of a public ATV park. ‪"We have to understand in the City of Philadelphia that this is a culture. Bike life is a culture," said Councilwoman Katherine Gilmore Richardson, D-At Large. Parks and Recreation Commissioner Kathryn Ott Lovell says they do not have the budget to operate a park of that nature. Councilman Allan Domb, D-At Large suggested a public-private partnership and will form a working group to explore the idea.
Federal prosecutors say that a Hudson County, New Jersey, postal employee dumped 1,875 pieces of mail including 99 ballots for the upcoming election. 26-year-old Nicholas Beauchene of Kearny is charged by complaint with one count of delay, secretion, or detention of mail and one count of obstruction of mail. The mail was found in two dumpsters in North Arlington and West Orange on Oct. 2, and Oct. 5. Beauchene was the only mail carrier assigned to those routes on those days. The mail was put back into the system for delivery.

The Philadelphia Union announced that they will be opening up Subaru Park in Chester, Delaware County, this Sunday, 10/11, to a limited number of fans for the MLS match against the Montreal Impact. Pennsylvania Governor Tom Wolf announced that gathering limits for indoor and outdoor events will now be based on capacity size of venues instead of the previous set limit. The new limits go into effect on Friday, 10/9. 15% capacity of Subaru Park will allow approximately 2,775 people, including fans, working staff, and teams. Masks and social distancing guidelines must be followed. This will be the first time fans see the park since it was renamed.
