Schuylkill Stabbing Victim Testifies; Ramsey Talks 21st Century Policing; Black Ice Crash Cheltenham

The only survivor of a drug-related kidnapping that ended when the man and two others were beaten, bound, stabbed, and dumped into Schuylkill River last August took the stand Tuesday to testify in a preliminary hearing. 21-year-old Tam Voong says that the victims, 31-year-old Vu "Kevin" Huyn and his brother Viet, owed $100,000 to the defendant 42-year-old Tam Le. Voong raised $40,000 and was delivering it to Le's house when he was kidnapped. The two brothers were weighted down but Voong was not. He was able to crawl out of the river and find help. The judge ordered Le held for trial on the double murder.

Philadelphia Police Commissioner Charles Ramsey, who was the co-chair of the White House's task force on modern policing, talked about the release of their preliminary report called '21st Century Policing.' That report contained numerous recommendations from the use of new technology, to independent reviews of police involved shootings, as well as training and education. Ramsey said the point of the recommendations is to build trust between community and police, but "it may take generations before some of this is actually in place." Not everyone agrees with all of the recommendations. District Attorney Seth Williams thinks that as an elected official he is more accountable to the public than a special prosecutor and his office along with Internal Affairs is better suited to investigate police involved incidents. A multi-vehicle crash in Cheltenham, Montgomery County, this morning left one car on it's roof and another upright in the Tookany Creek. It happened around 6:30 a.m. on the 6300 block of Tookany Creek Parkway near Ashmead Road. The accident involved three vehicles sliding along some black ice. The first car flipped and was hit by the second. The third car tried to avoid the first two and ended up going across the road and into the shallow waters of the creek. The driver of the first car was taken to the hospital with minor injuries. The driver of the second car was uninjured. The two occupants of the third car were taken to the hospital to be evaluated.
