Person of Interest in Collingswood Burglaries; Safe Injection Sites Ruled Legal; Manayunk Shooting

Police in Collingswood, NJ, have released surveillance footage of a person of interest related to two daytime burglaries this past weekend. The first burglary happened on the 400 block of Virginia Avenue around 11 a.m. The victim arrived home to find the man inside. The man told the victim to get on the floor and he then fled. He was caught on surveillance wearing a black sweatshirt with a distinct shirt underneath. Police found video of this person of interest on the surveillance of CVS on White Horse Pike with a multi-colored jacket and a shirt underneath that matched the distinct shirt from the earlier burglary. The same suspect wearing the multi-colored jacket was then caught on surveillance at 12:30 p.m. on the 400 block of Champion Avenue breaking into another home. Police believe he may also be responsible for a burglary and arson on Sunday where the two residents were attacked and the home set on fire. A federal judge issued a final order in a lawsuit brought by the U.S. Attorney's office in Philadelphia ruling that a safe injection site does not violate the federal law known as the "crack house statute." The non-profit group Safehouse plans to open a supervised location(s) in Philadelphia where drug users can inject narcotics while trained medical personnel monitor them in case of overdose. They will also be offered services such as treatment. There are over 1,000 overdose deaths in Philadelphia each year. "We applaud the court's affirmation that Safehouse doesn't violate the federal statute. The city will continue to support private operators such as Safehouse, that seek to establish overdose prevention sites in Philadelphia,â€ Mayor Jim Kenney said. The non-profit can begin to pursue locations and build their site even though an appeal is expected. "We respectfully disagree with the District Court's ruling and plan to appeal immediately," said United States Attorney William M. McSwain. "What Safehouse proposes is a radical experiment that would invite thousands of people onto its property for the purpose of injecting illegal drugs. In our view, this would plainly violate the law and we look forward to presenting our case to the U.S. Court of Appeals for the Third Circuit." Philadelphia would become the first city in the U.S. with such a facility.

UPDATE: Safehouse is expected to open itâ€™s first safe injection site next week in South Philadelphia. It is reportedly going to be operated out of Constitution Health Plaza at 1930 S. Broad Street near Passayunk Ave. They also have plans for a second site. More will be revealed at a Wednesday morning press conference.

Philadelphia Police are investigating after a man was shot to death in Manayunk on Tuesday night, 2/25. It happened around 8:15 p.m. on the 300 block of DuPont Street. The man was found dead sitting inside a black Hyundai SUV that was parked inside a garage. Police say that more than 30 shots had been fired at the vehicle, likely from a rifle. No arrests have been made and no weapon was recovered. The man's identity has not been released. If you have any information, contact police at at 215-686-TIPS.

UPDATE: The victim has been identified as 43-year-old I. Dean Fulton. Fulton was allegedly a major drug dealer and was under investigation by the FBI.
