Helen Gym Arrested at PA Capitol; Man Charged in Bucks and Philly; David Oh's Arts/Culture Amendment

Philadelphia Councilmember At-Large Helen Gym was detained along with members of the interfaith group POWER while protesting public school funding at the Pennsylvania State Capitol on Wednesday afternoon, 6/23. Over a dozen people, including Gym, went inside the capitol building around 1 p.m. to call for more funding for public schools. The General Assembly has to vote on the 2021-22 budget next week. The protestors were put in handcuffs by capitol police after refusing to leave and were released a few hours later. They were cited for trespassing, which they could resolve by paying a fine or challenge in court.





A man charged with attempted homicide, robbery, and kidnapping in Bucks County is also charged with murder and arson in Philadelphia. The two crimes came just days apart back in March. 36-year-old Pavel Belous is accused of getting into the car of the Bucks County victim in the evening of March 11 at a McDonald's on the 300 block of Second Street Pike in Upper Southampton. He pulled a knife and demanded money. The victim only had $20. Belous forced him to go to an ATM for more money and then to the victim's home. Outside the house, he threatened to "cut his throat" and said he would "rape and kill your mother." He also said he'd "burn your house down" and said he had "killed people before." When they got out of the car, the victim was able to grab a knife he had hidden and stabbed Belous in the back. He ran and called 911. Philadelphia officials accuse Belous of cutting a 62-year-old man's throat and setting his home on fire on March 5. His threats to the Bucks County victim were not hollow, he had done it before. He is being held at Bucks County Correctional Facility on $500,000 bail.

Last week, Philadelphia Councilmember At-Large David Oh proposed an amendment to the pending Philadelphia City Budget FY22 that would restore arts funding and put money into living communities. The amendment would use some money from the $1.4 billion federal stimulus package to help make sure the arts and culture sector could recover. A $45 million creative economy recovery fund would be established. The Office of Arts, Culture, and the Creative Economy and the Philadelphia Cultural Fund would be restored to pre-pandemic levels. That budget previously was $4.4 million. Philadelphia's arts and culture sector generates a multi-billion dollar economic impact to the area, with hundreds of millions in tax dollars, and tens of thousands of jobs. It is worth the investment.

Councilmembers Cindy Bass, Mark Squilla and Brian O'Neill voted for the amendment. The nays had it and it was defeated. Council President Darryl Clarke noted after the vote that the dissenting members agreed with the bill's sentiment and the need to support arts and culture, but voted against it because of the constraints of the budget process. The funding to the OCAAE was removed last year. Some of the functions were absorbed under the Mayor's Office.
