Explosive Fire/SWAT Situation in Montco; 14yo Shot in Federal Donuts; Council Closes ATV Loophole

An explosive fire engulfed multiple homes in Montgomery County on Thursday afternoon, 6/10, after a man threatened a code enforcement officer who came to his door. It happened just before 1 p.m. on the 4000 block of Cardin Place at the Eagle Stream Townhouses in the Eagleville section of Lower Providence Township. The officer was performing a follow-up inspection, reason unknown, when the unidentified man pulled a gun on him. The officer was able to get away and called for police back up. When police and SWAT arrived, the man went back inside. That's when a series of explosions were heard from his house followed by fire. Flames spread to the two adjacent townhomes. The three homes were completely engulfed. Police officers were able to rescue three children, 14, 9, and 6 years old, who were home virtual learning next door. Nearby neighbors were evacuated. The fire was brought under control by 6 p.m. "As of right now, we are trying to locate the individual who may or may not be inside the residence," said Lower Providence Township Police Chief Mike Jackson. Authorities do say that the community should feel safe. One person had minor injuries. The investigation is ongoing.

UPDATE: The man's body has been found inside his burned out home overnight Friday, 6/11. He has been identified as 66-year-old Thomas Razzi. Authorities say he was a hoarder. The cause of his death is still undetermined.

A pair of gunman chased a 22-year-old man into Federal Donuts in Northern Liberties on Thursday afternoon, 6/10, shooting him and a 14-year-old bystander. It happened around 1 p.m. at the fried chicken and donut shop at 7th Street and Fairmount Avenue. The adult victim was being chased down the street by two shooters when he ran into the restaurant during lunch time. He was shot multiple times throughout his body. The teen boy was hit twice in the leg by stray bullets. They were both taken to Thomas Jefferson University Hospital. The boy is in stable condition. The man is in critical condition. Police recovered one weapon, believed to belong to the victim. No arrests have been made. Police do not know why he was being chased. The investigation is ongoing.

Philadelphia City Council voted unanimously on Thursday, 6/10, to close a loop hole in the traffic code and designate all types of off-road vehicles illegal to operate on Philadelphia streets. The amendment to the traffic code specifically defines "dirt bikes" and "dune buggies" adding them to the code. Those vehicles are now considered illegal along with ATVs. Philadelphia Police will now be able to confiscate those vehicles when used illegally. "Residents from every neighborhood came to us with their concerns and experiences with dangerous situations that were caused by the illegal vehicle riding," said Councilmember Allan Domb who cosponsored the legislation with Councilmembers Mark Squilla and Derek Green. The law is effective immediately. Some City Councilmembers are exploring the idea of building an off-road park somewhere in the city where residents can ride safely and legally.
