Changes to NJ Marijuana Law for Minors; Philly COVID Now 65+; Man Charged with 3 Murders in 24 Hours

New Jersey Governor Phil Murphy said that he supports making changes to the state's new marijuana laws that would allow police to contact an underage person's parents the first time they are caught with alcohol, pot, or another drug. The way the law is written now, on a first offense, the underage offender would simply get a written warning and the police are not allowed to contact parents. A second offense does prompt a parental notification. A third offense comes with a fine and referral to treatment.

"I am glad to hear Governor Murphy agrees that parents should be notified if their underage children are caught with marijuana or alcohol," said Senate minority leader Jon Bramnick (R).

State Sen. Vin Gopal (D-Long Branch), Assemblyman Eric Houghtaling (D-Neptune) and Assemblywoman Joann Downey (D-Freehold) all proposed legislation last week that would reform the bill. "If a minor is caught with these substances, we want their parents to know about it right away," the three Democratic lawmakers said.

Any legislative fix will have to go through committee first before it is considered. Monmouth County Commissioner Director Tom Arnone, a Republican, said, "There are many bills that get introduced and do not go anywhere. We need to make sure that action is taken - and taken quickly. This is not a Republican or Democrat issue. This is a matter of right and wrong and a matter of allowing parents to keep their children safe."

Philadelphia health officials announced on Wednesday, 3/10, that they were expanding coronavirus COVID-19 vaccine eligibility in the city. The Philadelphia Vaccine Advisory Committee recommended that the Philadelphia Phase 1B eligibility criteria now include all residents 65 and over. It is effective immediately. Previously, you had to be 75+ or have a complicating condition. The city is making the change because it is now receiving more vaccine doses. You can register for an appointment here or call 3-1-1.

"The change to eligibility by age criteria for Phase 1B expands the pool of individuals who can be invited for an appointment after registering through the Cityâ€™s Vaccine Interest Form," the city wrote in a news release. "Those who are aged 65 or older are encouraged to register on the City's Vaccine Interest form at phila.gov/vaccineinterest, or by dialing 3-1-1 so they can be notified and directed to set an appointment at a City-run or partner clinic."

A Philadelphia man has been charged with three murders believed to have committed in a 24 hour period. 36-year-old Donald Tillman is charged with three counts of murder and related counts. He is accused of shooting his 33-year-old ex-wife. She was found shot to death January 20 in the Wissinoming neighborhood of Northeast Philadelphia. Two of her children, ages 4 and 14, were home at the time. Tillman is also charged with attempted murder of the teenager. Two days later, police found the bodies off 59-year-old Army veteran Mark Ruff and 43-year-old Nicole Newell in an apartment near Northeast Philadelphia Airport. Bullets from those murders matched the first. Tillman has actually gone to Jefferson-Torresdale Hospital on the day police believe all the murders happened, but he was admitted as unidentified. Tillman was on probation for a firearms case and has 20 prior arrests.
