Suspect Davis Josephus Arrested/Charged in Milan Loncar Murder; PA Senator Arnold Dies

Philadelphia Police have arrested and charged one man in connection to the murder of a Temple University graduate who was walking his dog earlier this week. 20-year-old Davis L. Josephus of the 1400 block of Hollywood Street in Philadelphia has been charged with murder and related offense in the shooting death of 25-year-old Milan Loncar. It happened around 7 p.m. 1/13 on the 3000 block of Jefferson St in the Brewerytown neighborhood. Loncar was walking his dog when he was approached by two individuals. It was caught on surveillance video. On person pointed a gun at Loncar, while the other rifled through his pockets. Then the first suspect shot him in the chest. The two suspects fled.

Police say that around 8:35 p.m., they stopped a 2012 Ford Escape at B & Indiana regarding a vehicle that had been carjacked earlier. Four males fled from the car. Police captured the driver. He happened to be wearing clothing that matched the suspects from Loncar's murder. Investigator's were able to identify Davis and tie him to the shooting. A second male person of interest has also been identified.

UPDATE: Josephus had been released on bail on December 29. He posted $20,000 on charges of motor vehicle theft and kidnapping and $12,000 on charges of aggravated assault on a prison guard. The bail had been reduced from $100,000 and $200,000, respectively.

A Pennsylvania state senator died on Sunday from brain cancer. 49-year-old Sen. David Arnold (R-Lebanon) was at home with his wife and daughter. Arnold had served 14 years as the District Attorney of Lebanon County before being elected to the state Senate in a special election in January 2020. He had served on the Pennsylvania Sentencing Commission and was president of the Pennsylvania District Attorney's Association. "I extend my heartfelt condolences to the Arnold family following the passing of Senator Dave Arnold," Gov. Tom Wolf said. "Dave was a dedicated public servant and conscientious leader who put the people of his district first, always. He fought hard every day for his constituents, even while he was fighting a terrible disease. Our commonwealth has lost a great public servant."
