Man Arrested for Attempted Kidnap; DE Mask Mandate, Stay-at-Home Advisory; Montco Schools to Reopen |

A man has been arrested in connection to a number of attempted kidnappings in PA and NJ. 58-year-old Kent William Powe was arrested on Thursday morning, 12/3, outside his home on the 200 block of Jackson Avenue in Collingdale, Delaware County. He is charged with attempted kidnapping, robbery, and other related charges. Powe is accused of following a woman onto the elevators at the Royal Athena Apartment Complex at 600 Righters Ferry Road in Lower Merion, Montgomery County, on November 4. He put a gun to the woman's back and said, "You know what this is?" She ran off and Powe left. On November 14, Powe allegedly approached a woman at the 300 Building at the Plaza Grande Apartments in Cherry Hill. He pushed her down and then fled. On November 20, at that same apartment building, he followed another woman into the elevator and tried to force her back off and into the parking garage at gunpoint. He wanted her to get in the trunk of his car. She refused and he fled. Powe is currently charged with the Lower Merion crimes, the Cherry Hill incidents remain under investigation.
Delaware Governor John Carney and the Division of Public Health announced on Thursday, 12/3, a stay-at-home 'advisory' for the state. Residents are "strongly" urged not to congregate/gather indoors with those not in their immediate households. This does not apply to those traveling to and from work. The advisory also includes a mandatory mask mandate. Face coverings are required anytime you are indoors with anyone outside your immediate household. The advisory lasts from Dec. 14 to Jan. 11. Carney also recommends that schools pause in-person learning and go to all-virtual during this time, but he did say that schools that wish to remain open may. Several school districts have already announced they will be moving to virtual learning. Winter sports competitions are cancelled during this time, but practices may continue if they follow the guidelines.
"A vaccine is on the way but, make no mistake, we are facing the most difficult few months of this crisis," said Governor Carney. "I know we're all tired of COVID-19 – but it's not tired of us. We're pleading with Delawareans to do the right thing. Wear a mask. It's a simple sacrifice to protect others, and to make sure that Delaware's children get an education. Do not gather with anyone outside your household. Wash or sanitize your hands frequently.
"We know that schools are structured and relatively safe environments. That's thanks to the hard work of educators, students and staff who have been following the science, and keeping their communities healthy," said Governor Carney. "But school leaders and educators face significant operational challenges as we see more community spread. If we pull together and follow the public health advice, we can get more children in classrooms, and get through this difficult winter."

The Montgomery County Board of Health's mandated two week period of virtual learning for every school in the county will expire on Sunday, 12/6. Individual schools and districts can decide for themselves how students can attend class starting on Monday, 12/7. Most of the schools are going back to a hybrid model. Some schools are going fully in-person while others are remaining all-virtual. This controversial decision by the board led to weeks of protests by parents who wanted the choice left in the hands of the school districts.
