| PA Supreme Court Rules Against Trump Observers; Delaware COVID Rules; 2nd Arrest in DE Teen Murder |

The Pennsylvania Supreme Court ruled against the Trump campaign on Tuesday, 11/17, saying that Philadelphia election officials did not illegally restrict observers during the canvassing process. The court voted 5-2. The Trump campaign had complained in the days following the election that campaign observers inside the large Pennsylvania Convention Center in Philadelphia were placed 20-100 feet away from election workers processing and counting the ballots. They were eventually able to get a court order to move within 6 feet. The campaign had sought to invalidate any ballot counted while observers were 'too far' away from the activity and couldn't even read the envelopes/ballots. The court found that the election officials followed the law as written. Justice Debra Todd wrote in the majority opinion, "These provisions do not set a minimum distance... The General Assembly, had it so desired, could have easily established such parameters; however, it did not." Observers there to watch, not to audit the count and don't need to read individual ballots. By law, they can't challenge individual ballots. Chief Justice Thomas G. Saylor even wrote in his dissenting opinion that asking to cancel a large number of ballots "based on isolated procedural irregularities" was "misguided."
Delaware Governor John Carney announced new coronavirus COVID-19 restrictions as cases rise across the region:
- Indoor gatherings in homes must be capped at no more than 10 people.
- Indoor gatherings outside of homes must be limited to 30 percent of the venue's stated fire capacity, up to a cap of 50 people. This includes all events, such as weddings, funerals, services in houses of worship, performances, political gatherings, and events in public spaces including fire halls.
-Outdoor public gatherings are limited to 50 people. Up to 250 may be allowed with a plan approved by the Delaware Division of Public Health.
-Restaurants must operate at no more than 30 percent of fire capacity indoors, with allowances for additional outdoor seating.
-Delaware youth sports organizations, teams and venues prohibited from hosting or participating in tournaments with out-of-state teams, effective at 8 a.m. on Tuesday, Dec. 1. The order includes a provision prohibiting Delaware teams from traveling across states lines for tournaments.
- Jury trials will be paused.
Delaware officials have charged a second person in connection with the death of 17-year-old Madison Sparrow who went missing from her home early last month. 17-year-old Annika Stalczynski has been charged with first-degree murder. Police say that Stalczynski and Madison's ex-boyfriend 19-year-old Noah Sharp lured her to a wooded area to kill her. The medical examiner determined she died of blunt force trauma. The two then transported the body to another secluded wooded area in Newark, Delaware, where she was eventually found. Stalczynski was arrested on Monday, 11/16, and is being held on $1,021,000 cash bail. Sharp was arrested back in October.

The NBA announced the format for the upcoming 2020/21 season on Tuesday, 11/17. Here are the basics. The preseason will start on December 11. Teams will play three or four games. The regular season will tip off on December 22 with Opening Night. The All-Star break will be March 5-10, but there will be no All-Star Game. The season will end on May 16. The playoffs will feature a play-in tournament from May 18-21 with seeds 7-10. May 22 is the first round of the playoffs. This Wednesday night, 11/28, is the NBA Draft.
