Police Shoot Man During Chase/Shootout in Kensington; Body Found in Bag in Tacony; NJ 8PM Biz Curfew

Philadelphia police are investigating after a man was shot and killed by police following a car chase in Kensington on Thursday afternoon. It started around 1:30 p.m. at the intersection of B and Stella Streets. Officers in an unmarked vehicle pulled up behind a red Ford Mustang stopped in the middle of the intersection. The officers honked their horn to get the car to move. When the driver didn't respond, the two officers got out and approached the vehicle and saw that the 39-year-old Hispanic driver was armed with a handgun. The driver then saw them and sped off. Officers chased the Mustang a short distance until it crashed at Ruth and Somerset. The driver got and fled on foot. On the 1900 block of Hart Lane near Jasper, the driver fired two shots at a police officer. The officer returned fire and struck the man. He was taken to the hospital where he died. The officers were not injured.

"Shortly after the officer exited his vehicle, that male produced his handgun and fired at least two shots in the direction of our officer," Sgt. Eric Gripp said. "Our officer returned fire, firing at least two times and struck that male. The male was transported to Einstein Hospital by a responding 24th District police officer where unfortunately he was pronounced dead a short time later."

Police Commissioner Danielle Outlaw said in a statement, "The decision to utilize deadly force is one of the most difficult decisions that a police officer can make. These decisions, often made in a split second of time, lead to life changing consequences for those involved. The public has my assurance that the Officer Involved Shootings Investigations Unit will conduct a fair and thorough investigation into this fatal officer discharge. At the completion of their investigation, the Officer Involved Shootings Investigations Unit will present their findings to the District Attorney's Office."

Philadelphia police are investigating after a mutilated body was found in a laundry bag on the curb in Northeast Philadelphia on Friday morning, 11/13. It happened around 7:25 a.m. on the 6900 block of Edmund Street in Tacony. The person was pronounced dead. The only description was that they were small framed with brown complexion. There may not have been a head. The gender of the victim is not known at this time. The investigation is ongoing.

New Jersey Governor Phil Murphy signed an executive order on Thursday, 11/12, giving counties and municipalities the option to regulate the operating hours of non-essential businesses after 8 p.m. This gives local officials the ability to respond to hotspots by setting curfews on non-essential businesses in their area. "Municipal or county actions, such as restrictions on essential businesses, full business closures, or restrictions on gatherings/capacity that differ from statewide rules, are impermissible and will be invalidated," Murphy said. More restrictions went into effect on Thursday in New Jersey including a 10 p.m. curfew on indoor dining and a restriction on interstate youth sports.
