Philadelphia Citywide Curfew 9pm-6am; Wolf Signs Disaster Emergency; 11 Shot During Looting

Philadelphia has announced a citywide curfew starting tonight, Wednesday October 28 at 9 p.m. until Thursday October 29 6 a.m. The National Guard has been called in to protect property, prevent looting, and assist police in maintaining order. They are expected to arrive Friday and Saturday. On Tuesday, 81 additional people were arrested and 23 officers were injured. Philadelphia Police Commissioner Daniele Outlaw also said that officers had what appeared to be blood thrown on them in addition to projectiles like bricks and rocks. "What we saw yesterday throughout our city, but particular in the area of Castor and Aramingo, had absolutely nothing to do with protests. The widespread lawlessness, including the burglary and looting of area businesses, serve no purposes whatsoever. These individuals are doing nothing but simply wasting our precious resources," Outlaw said.

Pennsylvania Governor Tom Wolf signed a Proclamation of Disaster Emergency to assist Philadelphia after two days of civil unrest. There has been violence and looting in addition to peaceful demonstration following the police shooting of 27-year-old Walter Wallace Jr. on Monday, 10/17 in West Philadelphia. "Over the last few days, hundreds of people have gathered to peacefully speak out against social injustice, but their voices are being drowned out by others who are taking advantage of this fragile time in their city to sow mayhem and discord," Gov. Wolf said. "I signed this proclamation so commonwealth resources can be provided quickly to protect lives and property."

Philadelphia Police reported on Tuesday night, 10/27, at one point that 1,000 looters were ransacking retail stores near Aramingo and Castor in Port Richmond. It was a chaotic scene as vehicles pulled up to store fronts as looters filled them with stolen goods. At around 8:45 p.m., a 15-year-old girl and a 18-year-old man were shot near the intersection. The girl was hit in the side and the man was shot in the left arm. They were both taken to the hospital in stable condition. The teens were among at least 11 reported shooting victims in the area. Looters shot at looters as lawlessness ruled the night. A Philadelphia police commander described the area as a "total loss." The family of Walter Wallace Jr. has condemned the rioting and looting. "They're thieves, they're opportunists, and they're stealing because they have the opportunity to steal," said Wallace Jr.'s cousin, Anthony Fitzhugh. "Do not put my cousin's name on that."
