Philadelphia officials announced on Tuesday, 7/28, that the reopening of indoor dining will be pushed back to at least September 1. Health officials say that daily new positive cases are on the rise. Mayor Kenney tweeted, "The second wave has reached our region. The situation may get worse before it gets better." Indoor gatherings of more than 25 are prohibited, and outdoor gatherings of more than 50 are prohibited. Officials say "it is safest to avoid gatherings of all sizes" and "activities that are indoors and without masks are risky." They also recommend against travel, even down the shore, and especially to states in the south and west that are experiencing a surge in cases. Kenney also encouraged residents' cooperation if they hear from a contact tracer to help contain the spread.

The Philadelphia School District revealed a revised school reopening plan on Tuesday, 7/28, that takes into account feedback received during an 8-hour school board meeting last Thursday, 7/23. This new plan proposes that school starts with an all-digital/virtual distance learning model 5 days/week through at least the first marking period which ends November 17. A transition to a hybrid in-person/digital model will happen after that time depending on the situation and Philadelphia Department of Public Health guidance. The school district will get Chromebooks to all students that need one and is working on getting reliable Internet access to students. They are also seeking to change the start of school to September 2 to allow more for teachers to prepare. The School Board will vote on the changes at their next meeting on Thursday, 7/30, at 4 p.m.
