Archdiocese Philadelphia High School Plan; Myers Charged Election Fraud; 8/1 Indoor Dining Unlikely

The Archdiocese of Philadelphia has released its broad reopening plan to return to schools this fall. The plan, released on Thursday, July 23, pertains to its secondary education network of 17 high schools and not the parochial elementary schools. The Archdiocese is adopting a hybrid model where students will go to school on some days and attend classes from home other days. Half of the students will attend each day and alternate. Classes will be scheduled and students placed on rosters in a way to adhere to the CDC cohorting recommendation. Each student will be in a 'cohort' of the same students throughout the day as much as possible to reduce the number contacts. Masks or face coverings must be worn and 6 feet of distancing maintained. The Archdiocese has invested in technology in all of the high schools to enable the hybrid model. Students will be separated in A and B groups, alternately attending classes in-person. When a student is at home, they will simply attend their classes for the day through a live video stream. Both groups of students will get the same lessons each day. Athletics and activities will continue with appropriate considerations for safety.

U.S. Attorney for the Eastern District of Pennsylvania William McSwain announced charges against former Pennsylvania congressman and longtime local political consultant Michael 'Ozzie' Myers, accusing him of election fraud. The 77-year-old is charged with election fraud, conspiracy and obstruction. "Through the alleged scheme, Myers advanced his political and financial interests through fraudulent and corrupt means by engaging in a "ballot stuffing" scheme that enabled him to take credit for the electoral success of his Philadelphia-based clients and preferred candidates," McSwain said. Myers is accused of bribing an election's judge to add votes for his political clients. Judge Domenick J. Demuro has already plead guilty. Myers is notorious for his involvment in the 1970's Abscam investigation. He was convicted of bribery and conspiracy for taking a bribe from an FBI agent posing as an Arab sheik. He became a political consultant after serving time in prison.

Philadelphia health officials said on Thursday, 7/23, that the August 1 target date to reopen indoor dining does not look like it will happen. New daily cases of coronavirus COVID-19 continue to rise. "With case rates rising, it looks unlikely that we would allow that to start Aug. 1," Health Commissioner Thomas Farley said Thursday. At the beginning on this month, officials pushed the opening to August as other parts of the economy reopened in the city's 'modified' green phase. Farley did not say when they will make a final decision on the date.

The rest of Pennsylvania's restaurants and bars did reopen indoor dining in their 'green' phase. They were restricted to 50% capacity. Now, that has even been pulled back amid rising numbers. Restaurants are restricted to 25% indoors, while bars and nightclubs had to close again. Outdoor dining and takeout food/drinks has not been affected. Bars can stay open only if they serve food, but it has to be a meal and the customer can only order drinks during the course of the meal. Chips, pretzels, popcorn, etc. do not constitute a meal. A meal is defined as "food prepared on the premises, sufficient to constitute breakfast, lunch or dinner." Pennsylvania officials are out making sure establishments are following the rules. Several have already been closed for not following the rules.
