No Charges for Allentown Police in Viral Arrest; Wolf Withholds Lebanon Co Funds; John's Roast Pork

The Lehigh County District Attorney's office will not be filing charges against Allentown Police officers seen in a viral video arresting a man outside of St. Luke's Sacred Heart Hospital last weekend. District Attorney James Martin said that after a thorough review, the officer placed his knee on the man's head, not his neck. It happened on Saturday, 7/11, around 7:15 p.m. 37-year-old Edward Borrero was outside the hospital on the sidewalk vomiting, stumbling, and yelling at officers and nurses. Officers decided to take him into custody for his own safety. When they attempted to handcuff him he resisted and a struggle brought them to the ground. "While on the ground, Borrero continued to resist and during this time was yelling and spitting. An officer then moved his knee to Mr. Borrero's head (not his neck) in order to place him into emergency immobilization so as to safely, efficiently and effectively keep him from moving his body to avoid being handcuffed and placed into custody," the report said. "Once that was accomplished, the officer immediately removed his knee from Borrero's head, but very briefly, had to put it back on his head again, while Borrero was spitting at the officers." The officer's knee was on his head for about eight seconds. Borrero was taken into the hospital for treatment. He was released later.

Pennsylvania Governor Tom Wolf is following through with his threat to withhold coronavirus COVID-19 funding from a county that defied his shutdown orders in May and moved through the reopening phases ahead of schedule. In mid-May, Lebanon County Republican leaders voted to lift certain pandemic restrictions before Democratic Gov Wolf and PA Health's order. Wolf warned that any county or municipality going against his orders would risk losing their share of the $625 million in federal coronavirus relief money sent to the state. "Don't come and say you want something from the state when you haven't followed the rules. There are consequences. These are the consequences," he said. GOP Congressman Rep. Dan Meuser wrote to the governor, "Lives and livelihoods are at stake." He doesn't believe Wolf has the legal authority to yank the federal funds. The chamber of commerce says that the decision punishes small businesses, nonprofits and others. Wolf blames the Board of Commissioners and suggests that residents kick them out of office.

John Bucci, the owner of the famous John's Roast Pork in South Philadelphia, was assaulted by two men when he arrived to work on Thursday morning, 7/16. It happened around 6:45 a.m. on Syder Ave near Columbus Blvd. The two men had apparently camped out in the outdoor seating area of the restaurant. Bucci asked them to leave and one of the men became aggressive. He took a flat screen TV off of the fence and threw it at Bucci. The owner says the man then picked up a rock and hurled it at him, hitting him in the chest. Finally, the man threw a punch and missed. Bucci says the men threatened to burn down the restaurant. His wife and a female employee were also there and were verbally harassed. A police report was filed. Bucci took some video and photos with his cell phone and posted that to Facebook.
