Philly Man Saves Woman Drowning in Wildwood; Wolf Signs Two Police Bills; Manco Reopens, No Slices

A Philadelphia tow truck driver/mechanic is being called a hero after saving a young woman's life who was struggling swimming down the shore on Tuesday evening, 7/14. It happened around 7:30-8 p.m. near Baker Avenue in Wildwood. Tyree Ward of East Oak Lane was packing up to leave the beach with his family when a young woman came running up saying her friend was drowning. All of the lifeguards had been gone for a while. Ward spotted 20-year-old Katie Stonehill out in the waves, dropped his towel and phone then ran into the water. He was able to swim out and bring the woman in. Emergency crews met them on the beach. "I thank God that He put me there," Ward says. "Everything just happened the way it did. Nobody but the Lord that that put me in that place." "Somebody has to do something," he said. "You just jump in and you just have to follow your gut sometimes." Ward was honored by the Wildwood Fire Department. Stonehill is now at home recovering.

"He saved her life, absolutely," says Wildwood Fire Chief Ernie Troiano III. "When time is of the essence, his timing was impeccable. He was truly in the right place the right time, and he had what it took to get the job done. He didn't hesitate. He didn't wait to call for help. He sprung into action and it was truly a lifesaving measure."

Pennsylvania Governor Tom Wolf signed two bills into law on Tuesday, 7/14, that were passed by the state's Legislature related to police reforms following the death of George Floyd. The two bills passed both the House and the Senate unanimously last month. In the first bill, Police departments must conduct background checks of job applicants. An applicant's former department is required to disclose information on the officer's employment history including disciplinary actions, complaints, and reasons for separation. The Municipal Police Officers Education and Training Commission will also maintain a database with that information. The database is not accessible to the public, but the department would have to write hiring reports and comply with the state's Right-to-Know Law. The second bill requires officers to undergo training every other year in how to interact with people of different racial and ethic backgrounds. They have to have annual instruction in de-escalation and harm-reduction techniques. The bill also says that any officer who shows symptoms of post-traumatic stress disorder, perhaps after an incident, will have to be cleared by a licensed physician to resume full duties.

Popular Ocean City, NJ boardwalk pizza Manco & Manco locations will reopen on Wednesday, 7/15, after undergoing sanitization by professional cleaning crews. Three employees tested positive for coronavirus COVID-19 within the last week and are currently in a 14-day quarantine. Two of them are asymptomatic and took tests after being identified by contact tracers. The restaurants will temporarily stop selling individual slices. The Philadelphia Eagles have re-signed free agent Pro Bowl offensive lineman Jason Peters to a one-year $6 million deal with $3 million guaranteed. Peters has played the last 11 years at left tackle for the Birds, but may transition to right guard to take over for the injured Brandon Brooks. 2019 first-round pick Andre Dillard is expected to take over at left guard.
