Philly to Waive All Protest Code Violations; Philly Adds DE to Quarantine List; Malvern Sex Traffick

Philadelphia Mayor Jim Kenney announced on Wednesday, 7/8, that the City of Philadelphia will be waiving all code violation notices (CVNs) issued during recent protests and demonstrations in the city as recommended by the Law Department and Office of Administrative Review. This includes notices issued between May 30 and June 30, 2020, for disorderly conduct, failure to disperse, curfew violations and related offenses. You do not have to take any action. However, if you have already paid the fine, contact OAR for a refund at 215-567-2605. This waiver does not include any criminal matters that are within the purview of the Philadelphia District Attorney's Office.

Mayor Kenney said in a statement:
"My decision to waive these violations is not a statement on the validity of the individual citations," said the Mayor. "Rather, it is a recognition of the core concerns that caused thousands to demonstrate on the streets of Philadelphia. In waiving these notices, I recognize that those issues are vitally important, that the pain of those marching is very real, and that their message -- Black lives matter -- needs to be heard every day until systemic racism is fully eradicated from this city and nation."

"As City officials and employees focus on reform and reconciliation, the City must use its administrative resources consistent with those efforts," said City Solicitor Marcel S. Pratt. "We believe that moving forward with these CVNs would have served no useful purpose, and we are glad that the Mayor approved our recommendation that they be waived."

The City of Philadelphia has added the state of Delaware to its 14-day quarantine list. If you are traveling from Delaware to Philadelphia or returning home to Philly from a trip to Delaware, you must self-quarantine for two weeks. If that is not possible or practical you must wear a mask at all times around non-household members and at work. You should monitor your health for any symptoms. Travel through the city including rest stops or layovers at stations or airports is not included. Delaware was recently put on New York and New Jersey's list, but it is not on Pennsylvania's list at this time. These are all the states on Philadelphia's list: Alabama, Arizona, Arkansas, California, Delaware, Florida, Georgia, Idaho, Iowa, Louisiana, Mississippi, Nevada, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Utah.

A 14-year-old girl's Facebook message asking for help led authorities to a sex trafficking ring in Chester County this spring. 34-year-old Dimas Omar Cornejo-Hernandez, a.k.a. "Adonys;" 25-year-old Franklin Rivera-Mendieta, a.k.a. "Mono;" and 33-year-old Josue Sibrian-Sanchez, a.k.a. "Sibrian" have been charged with trafficking in minors, involuntary servitude, criminal conspiracy, kidnapping, rape, involuntary deviate sexual intercourse, promoting prostitution, and related corrupt organization offenses. The girl had been recruited by another female at a party in Washington, D.C. who promised a chance to make money. She was picked up near her home in Maryland and driven to Malvern. She was forced to have sex with different men several times a day in several locations. At one point in May she sent a text to her friend saying she was being held against her will and being sold for sex. The friend reported it to police. On May 28, she sent a Facebook message to her mother saying she "didn't want to be here anymore" and asked to be picked up at a Wawa on Lancaster Ave in East Whiteland Township. The mother contacted police who then rescued the girl. An 18-year-old girl was also rescued from the ring. Police are trying to find out if there are any other women/girls involved. Police also arrested and charged 5 men who are accused of paying to have sex with the victims.

"These codefendants engaged in a criminal conspiracy and criminal course of conduct by recruiting, enticing, soliciting, transporting, obtaining and maintaining individuals who they benefited from financially while they were subjected to sexual servitude, as well as other sexual assaults and criminal activity," said Chester County District Attorney's office in a statement.
