New Jersey Adds DE to Quarantine List; Long Lines at NJ MVC; SDP Virtual Town Hall Sessions

New Jersey and New York have both added Delaware to the list of states requiring a 14-day self-quarantine for arriving travelers. Anyone going to NJ or NY from DE must quarantine for two weeks upon arrival at a home, hotel, or other lodging. You may only go out for medical attention, food, or other essential items. It doesn't apply for anyone traveling through the states or stopping temporarily at a rest stop or station/port. Also, it doesn't apply to business travelers or commuters, only leisure and optional travel. The restriction criteria for a state is either greater than 10 positive cases/100,000 or 10% positivity rate over rolling 7-day average. The restricted states include: Alabama; Arkansas; Arizona; California; Delaware, Florida; Georgia; Iowa; Idaho; Kansas; Louisiana; Oklahoma, Mississippi; North Carolina; Nevada; South Carolina; Tennessee; Texas; and Utah.

Delaware Governor John Carney does not believe they belong on that list. "They have two criteria for the list and we're nowhere close to there with respect to that travel quarantine. The other one, we're on the borderline and we're actively testing," Gov. Carney said. He also said, "We're not frankly in the same ballpark as the other states that are identified similarly, and so I don't think that we should be singled out, certainly not by our partners in the region that we've tried to help when they needed our help." He mentioned that DE offered NJ ventilators. However, Delaware had their own out-of-state travel quarantine in effect from 3/29 - 6/1.

Tuesday, 7/7, is Election Day in New Jersey and the big story is long lines, but not at the polls. The New Jersey Motor Vehicle Commission opened its locations for the first time since they closed down in March due to coronavirus COVID-19. Customers waited hours in hot and humid conditions in lines that wrapped around buildings and parking lots. Licensing Centers are processing new licenses and permits, out-of-state transfers, and REAL ID for scheduled or canceled appointments. Vehicle Centers are processing registration/title transfers, new registration/titles, salvage titles, license plate transactions. Most licenses and/or registrations that expired after March 13 have been extended to July 31. The MVC recommends waiting a week before trying to come to one of the centers.

New Jersey Motor Vehicle Commission Chief Administrator Sue Fulton released the following statement:

"As we reopen today, MVC agencies are experiencing extraordinarily high customer volumes. In anticipation of long lines due to social distancing restrictions, Agency management personnel were pre-deployed to our busiest agencies, beginning at 6:00 AM, two hours before our start time. Additionally, all of our senior staff in operations are deployed to agencies to help process transactions. While we understand the frustration of our customers in this extremely challenging and difficult time, our employees are doing the best they can to keep everyone safe and work as efficiently as possible."

The School District of Philadelphia announced a series of Virtual Town Hall sessions for the public to get updates on the planning for the upcoming 2020-21 academic school year. There will also be an opportunity for feedback. The sessions will be held online from July 7-9th (see schedule below). Philadelphia School Superintendent Dr. William Hite said that the current plan is for students to return to schools this school year. The details are still being worked out. "We are prioritizing and we're prioritizing first by our most vulnerable children and then by our children who really need to be in front of a teacher." he said. The school district also shared the results of a survey on reopening given to students, staff, and parents/guardians. 62% of parents/guardians said they would be comfortable sending their kids back if there were safety measures in place like masks, social distancing, and hand sanitizing. The district hopes to share their plans in the next week or so.
