Philadelphia Area Stays 'Yellow' Phase; Black, Trans Woman Found Murdered; Hit Man Charged 4 Murders

Pennsylvania Governor Tom Wolf announced on Friday, 6/12, that eight more counties will move into the least restrictive 'green' phase of reopening starting next Friday, June 19. Those counties include Dauphin, Franklin, Huntingdon, Luzerne, Monroe, Perry, Pike and Schuylkill. Twelve counties moved into the 'green' phase starting today. Those include Adams, Beaver, Carbon, Columbia, Cumberland, Juniata, Mifflin, Northumberland, Union, Wayne, Wyoming and York. The 'green' phase allows gyms, salons, theaters, and other entertainment venues to reopen. Bar and restaurants can open indoor dining at half capacity. Gatherings up to 250 are permitted. Business and Individual activities are no longer restricted but must follow CDC and Heath Department guidelines. Thirteen counties will still be left in the 'yellow' phase after next week, including all of Southeastern Pennsylvania. The remaining 'yellow' phase counties include Berks, Bucks, Chester, Delaware, Erie, Lackawanna, Lancaster, Lebanon, Lehigh, Northampton, Montgomery, Philadelphia, Susquehanna.

Philadelphia Police are investigating the murder of a black, transgender woman whose body was found in the Schuylkill River earlier this week. 27-year-old Dominique "Rem'mie" Fells was discovered around 7 p.m. near the 3500 block of Schuylkill Avenue in the Bartram's Gardens area in Southwest Philadelphia. She was face down and suffering from stab wounds. Both of her legs had been severed. Anyone with information is asked to call police at (215) 686-TIPS. A statement from the Office of LGBT Affairs appears below.

Philadelphia Police have arrested a man from West Oak Lane in connection with four separate murders between September 2018 and May 2019. 25-year-old Steven Williams was already in prison on unrelated crimes in SCI Mahanoy in Frackville. He is now accused of the murders of a 35-year-old man shot once in the head, 9/8/18, on Hartel Avenue in Rhawnhurst; a 39-year-old man shot multiple times in a car, 2/10/19, on Forrest Avenue in Stenton; a person killed on Meehan Street in East Mount Airy, 3/25/19; and a person killed on West Girard Avenue in Fairmount, 5/4/19. District Attorney Larry Krasner said that Williams "collected thousands of dollars as a contract killer. His streak of wanton, violent crimes against our communities over the past two-plus years ends today."

The city's Office of LGBT Affairs released the following statement:

"It is with deep sadness that we share the news of the recent passing of a member of our LGBTQ family. The pain of such a loss is always difficult, but it is especially deep as we are in the midst of Pride month-a season typically filled with joy and celebration for many in our community.

"As thousands take to the streets to proclaim that Black Lives Matter, it is critical we remember that this includes Black trans lives. Dominique Rem'mie Fells' life mattered.
"We are reminded with this, and countless other painful losses-especially within our transgender communities-that there is much left to do until we achieve full equality, respect, and support for us all. The murder of transgender people-especially those of color-is truly an epidemic, and a crisis that we cannot afford to allow to persist any further.

"We are committed to ensuring that acts of discrimination, bigotry, and hatred are never tolerated in the city of Philadelphia. Know that we see you, we grieve with you, and we join you in solidarity at this time of great sadness.

"Please join the Office as we extend our deepest condolences and sympathies to the family and friends of Dominique Rem'mie. Let us uplift her memory together."

Information for Community Members: For anyone in the community who is experiencing grief, sadness, and pain in response to this sudden loss, the Office is working to coordinate a virtual community grief session. The Office of LGBT Affairs Facebook page will share event information.

Reporting Information Connected to the Case: Members of the Homicide Unit are working diligently to identify and apprehend the person or persons responsible for Dominique Rem'mie Fells' murder. Anyone with information regarding Rem'mie's case can contact the Philadelphia Police Department by dialing 911, calling the PPD Anonymous Tipline at (215) 686-TIPS, or submitting a tip via the PPD website (phillypolice.com). Anyone who is not comfortable contacting the police can get in touch with the Office of LGBT for facilitation.
