Philadelphia Mayor Jim Kenney Unveils 'Safer At Home' Plan For Philly's 'Yellow' Phase Next Fri 6/5

Philadelphia Mayor Jim Kenney announced a city plan on Friday, 5/29, called 'Safer At Home' as state 'stay-at-home' restrictions are expected to be eased next Friday, June 5, when the region moves into the 'yellow' phase of the state's reopening plan. Philadelphia's plan is a modified, and more cautious, version of the state's 'yellow' phase reopening. "Philadelphia must approach the next phase of Covid-19 pandmeic in a way that balances the risk of the virus with the further social and economic damage that could be caused by a continuation of the current restrictions," Kenney said. "Our strategy allows a number of activities to gradually resume in a way that continues to suppress the virus and keep as many Philadelphians safe and healthy as possible."

One of the biggest differences is in gathering recommendations. The state says that gatherings of up to 25 people are permitted in the yellow phase and that churches and religious institutions can operate at 50% capacity. Philadelphia's recommendation is that you still avoid gatherings of any size at this point. Philadelphia officials do say that you can choose to expand your circle to another household or family that is also practicing safe guidelines to socialize or perhaps help with child care.

Retail businesses will be allowed to open while following safety guidelines, but preordering and curbside pickup is preferred to in-store shopping. Walk-up ordering at restaurants and food trucks will be permitted, but dine-in is still restricted. Guidance on outdoor dining will be released next week. Office jobs will also be permitted to resume, however, telework is preferred when possible. Child care and youth camps will also reopen with restrictions.

Testing, contact tracing, and containment will continue and help prevent a spike in cases. Individuals must continue to wear masks or face coverings, social distance, and wash hands frequently. Here is a safety checklist for both individuals and businesses:

- Masks - block the virus from spreading from infected persons by - wearing masks and requiring others to wear them

- Barriers - use sneeze guards or plexiglass screens to prevent respiratory droplets expelled by infected persons from reaching others

- Isolate - keep people who might be carrying the virus safely away from others (ideally at home)

- Distance - maintain space between people to reduce the chance that one infected individual will infect others

- Reduce crowds - decrease the number of people that an infected person could pass the virus to if other steps are not successful

- Handwashing - reduce the spread of virus from one person to another from touching contaminated surfaces

- Clean - remove respiratory droplets that may contain virus from surfaces that people may touch

- Communicate - ensure staff, customers, and others taking part in permitted activities understand this Safety Checklist

"This is not returning to where we were before the epidemic. This is not reopening Philadelphia. This is a cautious restart of certain activities which we think are important to get the economy moving in a way we think can continue to suppress the virus," Philadelphia Health Commissioner Dr. Thomas Farley said.
