Gov Wolf to Sign Alcohol-To-Go Bill; NJ Car and Bike Sales Resume; Career Criminal on Chase Caught

Pennsylvania Governor Tom Wolf said on Tuesday, 5/19, that he will sign a bill that would allow certain restaurants and bars to serve alcoholic drinks to go. The bill (HB 327 PN 3678) passed overwhelmingly in both the PA House (193-9) and Senate (48-0). Establishments must have a valid restaurant or hotel liquor license and lost more than 25% of their average monthly total sales. They would be permitted to sell mixed drinks from 4 ounces up to 64 ounces for off-premises consumption. Drinks must be sold in a sealed container. If there is a hole for a straw or sipping, that must also be sealed. Sales of alcohol-to-go must stop by 11 p.m. This bill is meant to be a temporary measure to help restaurants and bars during the coronavirus COVID-19 crisis and the mitigation period afterward. When a restaurant begins to operate at 60% capacity, it can longer sell drinks-to-go. Customers are reminded that these drinks are considered 'open containers' and can only be transported in the trunk of the car or in some other area not occupied by the driver or passengers. "I do plan to sign it," Wolf said during a press briefing on Tuesday. "It was passed I think unanimously in both chambers of the General Assembly so I will sign it." New Jersey just enacted similar alcohol-to-go legislation on Friday, 5/15.

New Jersey Governor Phil Murphy announced on Tuesday, 5/19, that in-person sales at car and motorcycle dealerships as well as bicycle shops can resume at 6 a.m. Wednesday, 5/20. The New Jersey Department of Health issued new guidance that will allow for elective and non-urgent medical and dental procedures to resume starting May 26. Also, New Jersey's approximately 18,000 pharmacists will be allowed to give coronavirus COVID-19 tests without a prescription. 50 CVS locations will be conducting self-swab tests by the end of the month.

Police called a suspect a 'career criminal' who led them on a 90-minute chase through neighborhoods in Montgomery County and Philadelphia on Monday night, 5/18. 47-year-old Howard Seth Jacobson of Philadelphia was most recently wanted for over a dozen commercial burglaries in Montgomery, Bucks, and Philadelphia counties over the past few weeks. The burglaries happened overnight. He gained entry through broken glass doors or windows He was spotted by police on Monday night in Abington. Jacobson smashed and crashed into several vehicles as he tried to get away. Philadelphia Police helicopters as well as several news helicopters followed him as he drove through West Oak Lane, Fairmount Park, Germantown, Cheltenham, and Fox Chase. He was eventually cornered behind an apartment complex on Rising Sun Avenue in Burholme. He jumped out of the passenger side and fled on foot. He was brought down by officers after a short foot chase on the 1000 block of Afton Street. Jacobson is charged with 16 counts each of burglary and theft, reckless endangerment, criminal mischief, and two counts of aggravated assault against a police officer. Abington Township Police Chief Patrick Molloy said, "He had a violent criminal history to include assaults on police officers. Back in 2005, this individual tried to run over a Philadelphia police officer and was shot by Philadelphia police."
