DE Gov. Carney Sets June 1 Reopening Start; Phillies to Pay Staff Thru Oct; Amtrak Acela Resuming

Delaware Governor John Carney announced on Friday, 5/8, that the state will begin Phase 1 of a three phase reopening plan on June 1. Each phase slowly loosens restrictions on individuals and businesses contingent on declining cases, hospital capacity, widespread testing and contact tracing, and cooperation from the public on wearing masks and social distancing.

"All Delawareans - myself included - are ready to get our economy going again. But our response to COVID-19 has been driven by the science since Day 1 and will continue to be driven by the science," said Carney in a statement. "Over the next couple weeks, we will build on the interim steps we took today, allowing certain small businesses to safely operate curbside, or by appointment only. We have heard the voices of small business owners loud and clear, and expect to move forward with a rolling reopening of Delaware's economy. We will not hesitate to allow additional businesses to open before June 1, if we can do so safely."

Carney also announced an expanded testing program for the state that would be able to test 80,000 people per month, which is four times the previous capacity. The state will priorotize any symptomatic individual, anyone with known exposure to COVID-19, vulnerable Delaware populations, including elderly Delawareans and members of low-income communities, and certain front-line essential workers.

The Philadelphia Phillies have committed to paying its full-time employees through the end of the fiscal year (October 31) despite no guarantees that MLB will even play a season this year. "The Buck and Middleton families have decided that there will be no furloughs or layoffs due to the coronavirus crisis through the end of our fiscal year (October 31, 2020) for regular full-time employees," managing partner John Middleton wrote in a e-mail to employees. "While we will likely need to implement other cost-cutting alternatives in the interim to deal with our extraordinary loss of revenue, including possible salary reductions, you can be assured of your job and health insurance for the next five-plus months." The Phillies organization has over 350 full-time employees. MLB and the player's association are continuing to work together to come up with a plan to try and salvage some type of season for this year.

Amtrak announced that it will resume its non-stop high speed Acela service between New York and Washington, D.C. starting June 1. The service was suspended on March 10 due to concerns from coronavirus COVID-19 and a decrease in demand. Amtrak is bringing the service back because of an anticipated increase in demand. Trains will only be booked at 50% capacity and cleaned regularly.
