PA Eviction/Foreclosure Moratorium Extended 7/10; DE Primary Moved 7/7; Amtrak Requires Masks

Pennsylvania Governor Tom Wolf and Attorney General Josh Shapiro announced on Thursday, 5/7, that a moratorium on foreclosures and evictions has been extended until July 10. Wolf signed the executive order to extend a previous order from the Pennsylvania Supreme Court that expires on May 11. Foreclosure or eviction proceedings cannot start until at least July 10, ensuring that renters and homeowners are not removed from their homes during this coronavirus COVID-19 crisis. However, the moratorium does not absolve tenants and mortgage holders from making monthly payments. "If you are a Pennsylvanian struggling to make your monthly payments, you should contact your landlord or mortgage servicer immediately." The Pennsylvania Housing Finance Agency (PHFA) has stopped foreclosures and evictions and is offering forbearances with late fee waivers to homeowners with a PHFA mortgage who are experiencing a financial hardship.

"At a time when people need to stay home to protect their heath, they should not have to worry about losing their homes," said Governor Wolf. "Ensuring that people can remain in their homes will help them to better protect their loved ones. It gives families the comfort of knowing they will have a place to live while all of us work together to fight COVID-19 and prepare to move Pennsylvania forward."

"I commend the Governor for his decision to delay eviction and foreclosure proceedings. We know it's critical for public health, and for our economic recovery, that people stay in their homes during this emergency," said Attorney General Shapiro. "This order gives people struggling with lost income something they can count on - a roof over their heads."

Delaware Governor John Carney announced that the Delaware presidential primary has been rescheduled to July 7. The primary had previously been moved to June 2 from April 28 due to the coronavirus COVID-19 pandemic. The Delaware Department of Elections will mail an application for an absentee ballot to all registered Democrats and Republicans in the state. You can also go to iVOTE.DE.gov to request an absentee ballot. Eligible voters who want to vote by mail can select "sick" or "temporarily or permanently disabled" on the application as valid reasons for requesting an absentee ballot so you do not have to go to the polls over coronavirus COVID-19 concerns. You do not have to actually have COVID-19 or have symptoms to check that box. After you send back the application, you will wait for the ballot to be returned. You then have until July 7 at 8 p.m. to return the completed ballot. The Department of Elections will be operating a reduced number of in-person polling places on election day. There will be 6 polling places in each county. Social distancing guidelines will be followed at these guidelines. Anyone 13 years or older must wear a face covering and there will be a limit of 10 people inside at any time.

Amtrak announced that all customers will be required to wear a face covering in stations, trains, and thruway buses starting Monday, May 11. Face coverings can be removed on trains when customers are eating in designated areas, in private rooms, or while seated alone or with a travel partner in their own pair of seats. Small children are also exempt from the requirement. Customers must provide their own mask or face covering. Service will be denied to customers not wearing facial coverings. "The safety of Amtrak's customers and employees is our top priority and requiring a facial covering is one more way we can protect everyone," Amtrak President and CEO Bill Flynn said Thursday. "Amtrak continues to operate as an essential service for those who must travel during this public health crisis. Our services will be even more critical as our nation recovers."
