South Jersey Man Pleads Guilty to Shooting Dog; High Crime Closes 2 Delco Motels; Alcohol-to-go Bill

A South Jersey man has pled guilty to shooting his neighbor's therapy dog in the head with an air rifle last year in Burlington County. 64-year-old William Stroemel, aka Wild Willie, of Maple Shade pled guilty to possession of a weapon for an unlawful purpose and animal cruelty. He faces 5 years in prison when he is sentenced on July 29 as part of the plea deal. Toby, a Pomeranian-poodle mix, escaped from the owner's yard on September 17, 2019. Stroemel shot the dog as it wandered past his home. The owner's family went looking for Toby, and took him to the veterinarian when he was found. The vet found a bullet in the back of his head. He had to be euthanized the next day. Toby's owner, 72-year-old Bob Cook, is a Vietnam Veteran and Toby was part therapy dog helping to relieve post-traumatic stress disorder.

Two motels in Delaware County have been ordered to close due to the high amounts of criminal activity at the two locales. The Days Inn and Parkway Inn on Baltimore Pike in Springfield Township have had their operational licenses suspended by the township. "The Township does not have the resources to spend countless hours responding to emergencies related to drug use and other behavior harmful to the public health, safety and welfare of its residents, police and other emergency providers," Springfield Township Manager Lee Fulton wrote in a letter to the owner of the motels. Since January 2017 there have been 630 emergency calls to those locations. In the past two weeks alone, there were two deaths from overdoses. The township says it does not have the resources to continue to respond to incidents at these locations, while also being able to adequately serve and protect the rest of the township. Prior to this action, there were attempts by the township to resolve these issues with the owner, but those measures were never implemented. The licenses can be reinstated if measures are put in place to control the nuisance.

The Pennsylvania House of Representatives passed a bill 193-9 on Tuesday, 4/28, that would allow some restaurants and bars to sell prepared alcoholic beverages to go. Establishments must have a valid restaurant or hotel liquor license and lost more than 25% of their average monthly total sales. They would be permitted to sell mixed drinks up to 64 ounces for off-premises consumption. Drinks must be sold in a sealed container. If there is a hole for a straw, that must also be sealed. Sales of alcohol-to-go must stop by 11 p.m. This bill is meant to be a temporary measure to help restaurants and bars during the coronavirus COVID-19 crisis and the mitigation period afterward. When a restaurant begins to operate at 60% capacity, it can longer sell drinks-to-go. Customers are reminded that these drinks are considered 'open containers' and can only be transported in the trunk of the car or in some other area not occupied by the driver or passengers. The bill will now go to the PA Senate.
