Delaware Schools Closed For Rest of Year; 13yo Girl Hit by Bullet; NJ Use Security Deposit for Rent

Delaware Governor John Carney announced on Friday, 4/24, that schools in the state will be closed for the remainder of the academic year due to the coronavirus COVID-19 pandemic. "Schools will be closed through the end of the school year, but we expect schools and teachers will finish out the last two months with remote learning and get as much instructional time and learning as possible," Carney said. "There's obviously no replacement for in-classroom, but we're obviously doing what we can, and what we have been until the end of the school year. We want to get as much benefit for our students as possible."

A 13-year-old girl was struck by a stray bullet while inside her North Philadelphia home on Friday afternoon. It happened around 3:45 p.m. on the 2000 block of West York Street. The girl was on the couch when the bullet came through the house and sofa and hit her in the left calf. She was taken to Temple University Hospital and is in stable condition. She is expected to recover. No arrests have been made.

New Jersey Governor Phil Murphy signed an executive order on Friday, 4/24, to allow renters to direct landlords to use their security deposits to pay their rent. That payment could be for full rent, previously unpaid rent, partial rent, or a future rent payment. When the renter moves out of the residence, the landlord can recoup any expenses, if any, that would have been covered by the security deposit. The renter is not obligated to make another security deposit on the current lease, however, if the lease is extended or renewed then a new security deposit would be required. There is still a moratorium on evictions and tenants cannot be removed or locked out of their homes during the COVID-19 emergency. New Jersey has set up a portal with information for "both tenants and landlords as to their rights and responsibilities."
