Governor Tom Wolf Unveils 3 Phase Colored Plan 'Process to Reopen Pennsylvania'

Pennsylvania Governor Tom Wolf unveiled a three phase colored plan to bring the state out from under strict business closure and stay-at-home orders due to the coronavirus COVID-19 pandemic. The Red, Yellow, and Green phases represent progressive levels of loosening of those restrictions. A region or county must post "an average of less than 50 cases per 100,000 individuals over the course of 14 days"* in order to move on to the next phase. This plan is similar to the federal plan released last week, 'Opening Up America Again,' which also had three phases and gating criteria to be able to move forward.

Right now, all areas of the state are in the Red phase. The northcentral and northwestern parts of Pennsylvania, which have seen few cases, could be the first areas to move forward in the phases. They would be able to leave home and go to retail stores, but large gatherings, gyms, movie theaters, and other entertainment venues would still be barred in this Yellow phase. Wolf hopes that he can begin easing restrictions in some parts of the state starting May 8. When an area eventually moves to the Green phase, all pandemic restrictions will be lifted, however, both businesses and individuals will have to continue to follow CDC and PA Health guidelines in this 'new normal'. If an area experiences a flare up or surge in cases, it may have to be moved backwards in the phasing.

Governor Wolf also announced that he was moving up the date for limited construction work to begin from May 8 to May 1.

- The approach will be data driven and reliant upon quantifiable criteria to drive a targeted, evidence-based, regional approach to reopenings in Pennsylvania.

- There will be guidance and recommendations for employers, individuals, and health care facilities and providers for assured accountability as we reopen.

- Reopening necessitates that adequate personal protective equipment and diagnostic testing are available.
Reopening requires a monitoring and surveillance program that allows the commonwealth to deploy swift actions for containment or mitigation.

- Protections for vulnerable populations must remain steadfast throughout the reopening process, such as limitations on visitors to congregate care facilities and prisons.

- Limitations on large gatherings unrelated to occupations should remain in place for the duration of the reopening process.
