Northeast Governors Form COVID-19 Council; 2 Children Die in Fire; 3 Killed, 3 Shootings in Philly

The governors of several northeast states announced on Monday, 4/13, that they are forming a COVID-19 Regional Advisory Council with the explicit goal of determining how the region 'opens backs up' following the coronavirus crisis. The states involved include New Jersey, New York, Pennsylvania, Connecticut, Delaware, Massachusetts, and Rhode Island. Each state will have 3 representatives on the council; economic, heath, and government. All of the governors stressed that they are not looking for a plan to get back to normal fast and to do it all at once, but that even in the middle of this crisis, it is prudent to starting planning how we will eventually start to make our way out.

"We should start looking forward to 'reopening', but reopening with a plan and a smart plan because if you do it wrong, it can backfire," NY Gov. Cuomo said. "What the art form is going to be here is doing that smartly and doing that productively and doing that in a coordinated way - in coordination with other states in the area and doing it as a cooperative effort where we learn from each other where we share information, share resources, where we share intelligence."

"You have to get people healthy first or the economy is not going to work," PA Gov. Wolf said. "It's our responsibility to steer our way through these unchartered waters, and figure out a way back."

"The house is still on fire. We still have to put out the fire," NJ Gov. Murphy said. "We need to make sure this doesn't reignite."

"This will help us as we think through what it takes to re-enter and to get our economies moving again," DE Gov. Carney said.

Pennsylvania lawmakers are also working on when and how to restart the economy. They are considering bills that would allow certain businesses to reopen while following CDC guidelines, such as car dealerships, construction, and some small businesses. For example, there are small businesses that have been forced to close, while big box stores that sell the same goods are allowed to continue doing businesses. Lawmakers in Harrisburg will be taking up these issues this week.

Two children were killed and three adults were injured in a house fire in Strawberry Mansion early Monday morning. It happened before dawn on the 2400 block of North Myrtlewood Street. When firefighters first arrived they had a difficult time finding a working hydrant in the area. The family had seven children. Most of them escaped through the back, but when they realized there were two children still inside, the father rushed back in to save them. He was not able to reach the kids and he ended up with burns. The heavy winds and rain hampered firefighters efforts to bring the fire under control. Investigators are determining the cause of the fire.

A man was killed and a toddler was wounded in a double shooting in Germantown on Monday morning, 4/13. It happened around 9:15 a.m. on the 200 block of Chelten Avenue. The 22-year-old man was driving when he was shot in the back of the head. The car came to a rest on the 6200 block of Palethorp Street. He was taken to the hospital where he died from his injuries. The toddler was shot twice in the left arm. They were taken to Einstein Medical Center in stable condition. The investigation is ongoing.

Earlier on Monday morning, one person was killed and two other injured in a shooting in an apartment in Juniata. It happened just before 1 a.m. on the 3600 block of Kensington Avenue. The apartment is above a furniture store. The 28-year-old person was pronounced dead at the scene. A 52-year-old was shot in the back and is in critical condition. A 58-year-old was shot in the his arm and torso and is in stable condition.

On Sunday night, police responded to a car crash in Grays Ferry at a vacant lot at 23rd and Dickinson streets. They discovered a 46-year-old man shot multiple times in the head. He was pronounced dead at the scene.
