PA and CDC Urges Residents to Wear Masks; Pay Freeze for 9,000; DE Troopers Stop Out-of-State Tags

Pennsylvania Governor Tom Wolf is now urging state residents to wearing cloth masks when going out in public to help slow the spread of coronavirus. On Friday, 4/3, he noted that the federal government and the CDC are readying similar guidance. You do not have to wearing the medical grade N95 masks, which should be reserved for healthcare workers. You can use other non-medical cloth masks or use a scarf or bandana. Philadelphia officials also recommended using a mask in public starting today. "Wearing a mask will help us cut down the possibility that we might be infecting an innocent bystander, like that grocery store cashier, the pharmacist, or someone stocking shelves," Wolf said in a news conference. "These folks are keeping us alive by getting us the supplies we need. We owe it to them to do everything we can to keep them safe. Right now, that means wearing a mask."

UPDATE: In a White House press conference Friday evening, 4/3, President Donald Trump announced that the CDC - Centers for Disease Control and Prevention now recommends that people wear cloth or fabric face masks when going out in public. Pennsylvania will be halting pay for workers whose offices are closed and who cannot work from home on April 10. That will affect around 9,000 state workers or 12% of the state workforce. Most of those people work at the Department of Transportation (PennDOT) followed by the Department of Labor & Industry and the Department of Revenue. The state will continue to provide health and life insurance benefits. The workers can use vacation day, sick leave, or compensatory time to still get paid. They otherwise can apply for unemployment.

Delaware State Troopers will be stopping vehicles with out-of-state tags to enforce Governor Carney's order that anyone traveling to Delaware must quarantine for 14 days. Troopers may ask the driver limited questions related to their recent travel and advise them of the order. There are some exceptions:

- Motorists may pass through Delaware en-route to other states.

- Motorists may leave their home state (PA, NJ, MD, etc.) to work for a Delaware designated essential business, to care for a family member in Delaware, or for healthcare reasons (pharmacy, going to vet, visiting PCP) in Delaware.

- Out-of-state employees who work for an essential business in Delaware but who could otherwise do their work from home should remain home.

Troopers will not be making stops on I-95, I-295, or I-495. They will be patrolling non-interstate roadways where out-of-state drivers may frequent.
