City Council Approves $85 million Bill; Public Comment at Remote Sessions; NJ Commandeering Supplies

Philadelphia City Council held a remote meeting on Thursday, 4/2, and approved an emergency appropriation bill to give the city funds to combat the coronavirus COVID-19 outbreak. The legislation, Bill 200258, sets aside $85.4 million. The money is transferred from the grants revenue fund to the general fund. It will be used for the 'purchasing of services,' 'materials, supplies and equipment,' and 'contributions, indemnities and taxes' among other things. A bi-weekly report of expenditures will be due to City Council starting April 17. This was the only bill on the agenda for Thursday's session. Mayor Jim Kenney has already signed the measure.

Philadelphia City Council will now be conducting all of its meetings remotely. There are new procedures for members of the public who wish to submit comments on bills or resolutions being addressed during a certain session. You must call 215-686-3406 by 5 p.m. the Wednesday before the session in question. You'll leave a message with your full name, phone number, Bill or Resolution number, and say whether you are for or against that particular bill/resolution. If you submitted the proper information you may get a phone call on that Thursday and be invited to participate in the remote meeting. You'll be given 3 minutes to give your comments. The Council President may change the time limit or limit the number of participants.



New Jersey Phil Murphy signed an Executive Order on Thursday, 4/2, authorizing the New Jersey State Police to commandeer medical supplies and equipment necessary for the state's coronavirus COVID-19 response. That includes N95 masks, ventilators, and other PPE. New Jersey State Police Colonel Patrick Callahan was put in charge. He is also the State Director of Emergency Management. The order does state that "compensation shall be provided following the procedures established by the Disaster Control Act." If you do have medical equipment or PPE available in NJ you can donate through covid19.nj/gov/ppedonations.
