PA Gov Requests Major Disaster Declaration; 2,500 State Workers Laid Off; Philly Zip Codes COVID-19

On Sunday, 3/29, Pennsylvania Governor Tom Wolf requested a major disaster declaration from President Trump through the Federal Emergency Management Agency (FEMA) "to provide additional support for state, county and municipal governments and certain nonprofits, as well as individuals who are struggling during the COVID-19 outbreak." It is not known how long it will take until Trump would approve the request. He's already approved such request for several other states including New Jersey. "The COVID-19 outbreak has taxed our commonwealth and our communities in ways that are almost incomprehensible," said Wolf. "I am calling on the President and the federal government to make available to us the assistance that will make a tangible difference in the lives of our friends and neighbors, and the dedicated public servants who are working in overdrive to support them."

The Wolf administration has laid off about 2,500 part-time and seasonal employees and interns due to the coronavirus COVID-19 crisis. The workers are employed in various departments across state government during busy periods as well as temporary clerical staff. They were place on "leave without pay." The state is expecting a huge loss of revenue from businesses being shut down and residents not earning money and paying taxes. The state will also have to spend more on public assistance programs including unemployment benefits.

Map data released by the City of Philadelphia shows that there are positive cases for coronavirus COVID-19 in every zip code throughout the city. Some zip codes have less than 5 positive cases while others have over 40. The total positive tests in Philadelphia through 7:30 a.m. 3/29 are 890 while the total negative tests are 5,225. That means that roughly 17% of people tested come back positive for the virus. At this point, slightly higher concentrations of positive cases in certain areas shown on the map do not mean those areas are particularly worse off than others. There is not enough data to compare and make any conclusions. Assume the virus has spread throughout the whole city. Continue to 'stay-at-home,' practice social distancing, and wash your hands often.
