356 Homicides in 2019, 2020 Starts With Three; Roxborough Car Arson; Froggy Carr DQd for Blackface

Philadelphia ended 2019 with 356 homicides. That is the most in the city since 2007 which saw 391 people killed. Three people were shot and killed on New Year's Eve to bring the total above the 353 deaths in 2018. Philadelphia's new police commissioner, Danielle Outlaw, was introduced on Monday, 12/30. She is expected to start February 10th.

There have already been three homicides so far in 2020. On Wednesday, 1/1, a 41-year-old man was shot and killed in West Philadelphia. It happened just before noon near 59th and Hobart Street. He was rushed to Penn Presbyterian Medical Center but died a short time later. No arrests have been made. Just after 2:15 p.m. on the 4700 block of Griscom Street in Frankford two men were shot and killed. A 24-year-old man and a 26-year-old man were each shot in the chest. They were rushed to the hospital where they were pronounced dead. A woman was also shot in the arm and hand. She was taken to the hospital and is in stable condition. No arrests have been made in this case.

UPDATE: Police have identified 24-year-old Javon Cooper and 27-year-old Malik Milburn as the fatal victims in Wednesday's shooting in Frankford. 41-year-old Eric Miller was shot and killed in West Philadelphia.

Philadelphia police are investigating an arson in Roxborough on Tuesday evening, 12/31. It happened around 6 p.m. outside Big Dawg Plumbing along the 5300 block of Umbria Street. Five vehicles were damaged in the fire. Investigators are looking for surveillance footage from the area.

A Mummer's group was disqualified on Wednesday, 1/1, after two of their members were accused of wearing blackface in the annual New Year's Day parade. Froggy Carr, part of the Wench Brigade, marched this year with the theme 'Frogs Getting Gritty With It.' Members were dressed in orange and black costumes, the colors of the Philadelphia Flyers. Many also wore their faces painted with orange, orange and black, or other combinations. There were two members that painted their faces all black. The men have denied any racist intent. Given the history of blackface in the Mummer's parade, it would be prudent to avoid any semblance of the practice even if you are just trying to match your costume. The practice was officially banned in 1964. The group was disqualified and not allowed to perform at the Convention Center on Wednesday evening.

UPDATE: The two men have been banned from any future Mummer's events.

The use of blackface by someone affiliated with Froggy Carr today was abhorrent and unacceptable. This selfish, hateful behavior has no place in the Mummers, or the city itself. We must be better than this. The group was disqualified and we will be exploring additional penalties.
