Kenney Appoints Danielle Outlaw Philly Police Chief; Woman Found Dead; Police Shoot Man w/ Replica

Mayor Jim Kenney announced on Monday, 12/30, that he has appointed Police Chief Danielle Outlaw, of Portland, Oregon, the next police commissioner of Philadelphia. The 44-year-old spent 20 years serving the police department in Oakland, California before being sworn in as Chief of Police of the Portland Police Bureau in October 2017. Kenney said in a statement, "I am appointing Danielle Outlaw because I am convinced she has the conviction, courage, and compassion needed to bring long-overdue reform to the Department." Outlaw also said, "I am honored by the faith that Mayor Kenney is placing in me to lead the Philadelphia Police Department. While I am new to Philadelphia, I am not new to the challenges of big-city, 21st century policing." A formal press conference will be held later today. Outlaw will succeed Acting Commissioner Christine Coulter who took over for Commissioner Richard Ross who suddenly resigned in August. Outlaw is the first African American woman to hold the position. Coulter was the first women to be commissioner.

A woman was found dead by family members lying in a pool of blood in her bedroom on Sunday morning, 12/29. It happened after 10 a.m. on the 5900 block of Norwood Street in East Germantown. 59-year-old Gwendolyn Fuller was discovered by her son and two grandchildren. She was on the bed with gun shot wounds to the neck and chest. Neighbors remember hearing a gun sometime Saturday night. No arrests have been made and no weapon has been recovered. The investigation is ongoing.

A man was shot and wounded by police who were responding to a large brawl after the man brandished a replica handgun that looked like a .45 caliber. It happened around 3 a.m. Sunday, 12/29, on the 100 block of South Madison Street in Allentown. 31-year-old Emmanuel Celestino-Mendez, of Allentown, is charged with aggravated assault against a police officer and simple assault. Officers arrived to find a large number of people fighting including one man on the ground near a trail of blood. Celestino-Mendez was seen holding a black handgun that looked like a .45 caliber Ruger. Officers instructed him to drop the weapon and he refused. He retreated to a nearby porch and turned towards police with the weapon. That's when an officer shot. He was wounded and taken to the hospital in critical condition. He is expected to survive. The gun was retrieved and turned out to be a BB gun made to look real.
