Charges Dropped, Father Blamed in Twin Shooting; Philly Officer Arrested; Free Library Votes No Fine

All charges have been withdrawn against an 18-year-old Philadelphia high school student in connection to the shooting death of his twin brother in Overbrook on December 1st. Fayaadh Gillard had been charged with murder, possession of an instrument of crime, unsworn falsification to authorities, and obstructing justice in the death of Suhail Gillard. It happened on the 1100 block of North 63rd Street. Suhail was shot once in the chest. "This was a horrific accident for which the whole family will suffer but he should not be criminally liable under these circumstances," Philadelphia District Attorney Larry Krasner said. Suhail and Fayaadh were both seniors at Mastery Charter North High School. They were standouts in football with All-Public League honors.

After an investigation, officials determined that the brothers' father, Aleem Gillard, was showing the boys and their 16-year-old sister how to use some guns when it went off. "He was demonstrating how to use it - showing them specifics about the firearm, how to load, unload, how to actually eject bullets," Philadelphia Assistant District Attorney Ashley Toczylowski said. "The firearms were given to the children to, essentially, mimic what he was doing." Larry Krasner said, "We believe Aleem Gillard is responsible for the death of his child Suhail and he will be treated accordingly." Aleem is a convicted felon and cannot even legally own a firearm. Officials are working on an arrest warrant charging Aleem with involuntary manslaughter and weapons charges.

A Philadelphia police officer is under arrest for allegedly assaulting a person who was in his custody and then filing a false police report to cover it up. 42-year-old Sergeant Jason Reid is charged with tampering with public records or information, unsworn falsification to authorities, simple assault, false reports to law enforcement, and obstructing administration of law or other governmental function. The incident happened on June 8. He has worked for the Philadelphia Police Department since 2003, most recently in the 35th district. He has been suspended 30 days with the intent to dismiss.

The Board of Trustees for the Free Library of Philadelphia voted on Wednesday, 12/11, to forgive outstanding overdue book fines and eliminate most overdue fines in the future. Philadelphia would join a growing number of library systems across the country that are scrapping the old policy. The Free Library began investigating the impact of getting rid of overdue book fines about two years ago. The believe the new policy will bring users back to the library who were avoiding it because of overdue balances. Also, the library believes they will be able to recover a large percentage of overdue materials. There will still be fines for lost or damaged items, but the library could accept 'new or gently used copies' of the item instead of cash. The library believes that they will be able to cover the loss in revenue from the elimination of overdue fines in other ways. The new policy will not take effect until a date not yet determined.
