Bucks Woman Charged in Daycare Death; Philly Tax Abatement Law; NJ Doctor Arrested For Pill Mill

A Bucks County woman has been charged in the death of an 11-month-old baby who died under her care in an unlicensed day care this past summer. 48-year-old Lauren Landgrebe is charged with involuntary manslaughter, endangering welfare of children, operating a day care facility without a license, theft by deception, and tampering with evidence. It happened on August 27 on Rosebud Road in Upper Southampton Township. The baby died of asphyxiation by strangulation after being placed in a car seat incorrectly and then left alone for two hours. Landgrebe placed the child in the seat around 1 p.m. At 2 p.m. she returned to give the baby a bottle and propped it up with a towel. At that time she took a photo of the baby and then left the child unattended. After 4 p.m. Landgrebe's husband found the baby unresponsive while partially strapped in the car seat. He called 911. She deleted the photo she took earlier. Investigators were able to recover that picture from her phone that showed how the straps were improperly placed. There were 8 children under her care that day. Landgrebe had been running the day care out of her home for years without a license or reporting the income. Investigators also discovered she had been collecting $1,000s in Social Security Disability payments over the past 10 years claiming she was unable to work.

On Wednesday, 12/4, Philadelphia City Council unanimously voted to change the city's tax abatement law. Under the new law, new commercial and renovated real estate will still receive a 10-year 100% property tax rebate. However, new residential real estate will receive a rebate that phases down 10% each year for 10-years. The bill would have taken effect July 2020. Opponents of the bill say that it will stifle new development in the city. Supporters look at the tax revenue it will generate for schools. On Thursday, 12/5, Mayor Jim Kenney threatened to pocket veto the bill unless it was amended to his liking. The bill was changed to move the implementation date from July to December 31, 2020. Kenney was worried about impacting projects that have currently been approved under the old rules as well as a rush of permit requests before the implementation date. Helen Gym was the only councilperson to vote against the change.

A former Burlington County doctor has been arrested and charged with prescribing over 1 million doses of opioids to patients over a three-year period regardless of medical need. 60-year-old Morris â€œMoisheâ€ Starkman was charged with eight counts of illegally distributing a controlled substance and six counts of health care and insurance fraud. Starkman prescribed around 1.4 million pills from his Bordentown Family Practice on Route 130 between January 2015 and January 2018. He wrote scripts for Oxycodone, Hydrocodone, Oxymorphone, Hydromorphone, morphine and fentanyl. Some patients would get as many as 700 pills a month. Authorities say that one time he refilled a patient's script early because the patient had ran out early and was feeling 'sick.' Another patient died of an overdose. Starkman faces 80 years in prison if convicted.
