Man Scales Down 19-Story Building in Fire; 13 Officers Fired over Facebook Posts; DE Elderly Abuse

Firefighters responded to a call of a fire in a trash chute high up in a 19-story residential high rise in West Philadelphia around 9:30 p.m.on Thursday night, 7/18. When they arrived, a man was scaling down the outside of the building, though it is unclear why he chose that way to escape the fire. He did make it down safely. Four residents and three officers were treated for smoke inhalation.

UPDATE: The man climbing the side of the Westpark Apartments was actually trying to reach his mother on the 15th floor. He heard about the fire and came to the building, but was not let inside. He then began to scale to building to the 15th floor. He had to turn around and climb back down because he couldn't get in the fenced in balcony. The fire was brought under control by 10:56 p.m.

Philadelphia Police Commissioner Richard Ross announced on Thursday, 7/19, that 13 officers will be let go from the force following an investigation into racist and offensive social media posts. The officers will be placed on 30-day suspensions with the intent to dismiss. 72 total officers were initially placed on administrative leave when the investigation began in June. Of the remaining officers, four will receive 30-day suspensions, three faced no discipline, and the remaining who were placed on desk duty will get a reprimand to a five-day suspension. The investigation began in June after the troublesome Facebook posts were brought to light. They were compiled in a database by the Plain View Project and published by Injustice Watch, a not-for-profit journalism organization. Philadelphia was one of several cities highlighted, including York (Pa.), Dallas, St. Louis and Phoenix. Fraternal Order of Police Lodge #5 President John McNesby said the FOP is "disappointed that our officers will be terminated without due process," in a statement. "FOP Lodge #5 and our members condemn racist and hateful speech in any form," said McNesby. "The overwhelming majority of our members serve this city with integrity and professionalism."

Authorities in Delaware are looking for a woman caught abusing an elderly woman on video that spread on social media. The suspect is actually a health care provider that verbally and physically abused the elderly woman. Newport Police Sgt. John Mitchell said, "It's sickening that somebody would do that to an elderly lady." Police have identified the victim in the video, but have not yet identified the location the video was taken. Anyone with information is being asked to contact police at 302-995-1411.

UPDATE: The victim in the elderly abuse video has been identified and located. She is a resident of East Goshen Township, Pennsylvania. Chester County police will take over the investigation from Wilmington-Newport, DE authorities.
