PA GOP Chair Val DiGiorgio Resigns Over Texts; Logan Fire Injures 12; Philly Police LGBT Guidelines

The Pennsylvania Republican Party chairman has resigned after a report in the Inquirer on messages he exchanged with a former Philadelphia City Council candidate. 51-year-old Val DiGiorgio stepped down from the GOP post on Tuesday, 6/25. DiGiorgio and 35-year-old Irina Goldstein sent each other sexually charged text messages for months. She now says she was sexually harrassed. In his resignation letter, DiGiorgio says the Inquirer story has "gross mischaracterizations of mutual consensual communications between myself and a former primary candidate." "My resignation should in no way be confused as confirmation of these of mischaracterizations," DiGiorgio wrote. "I intend to rigorously defend myself against these assertions and protect my family, my colleagues and the party from this private matter." Goldstein ran for city council at-large in the May 2019 primary. She finished 7th in the Republican voting.

Twelve people including children were injured in an early morning house fire in Philadelphia's Logan section on Tuesday morning, 6/25. It happened around 4:30 a.m. on the 4900 block of North 12th Street. When firefighters arrived, several of the residents had already escaped to the street. A few had to jump from windows. A baby was tossed from a window to a neighbor down below. Two of the 12 injured are in critical condition, including a boy. It took 45 minutes to bring the fire under control. The house had been converted into multiple units with several families living inside. The cause of the fire is under investigation.

The Philadelphia Police Department announced new guidelines and policies for officers when interacting with transgender and non-binary individuals. The department worked with the office of LGBT Affairs and members of the cityâ€™s LGBTQ+ community to develop the new guidance. This applies to all person whether you are a suspect, victim, or witness. "It reflects the Department's commitment to safeguard people's constitutional rights and to treat all people with courtesy and dignity,â€ the police department said in a statement. "The directive offers a clear guide for unbiased day-to-day interactions with transgender and non-binary people, as well as individuals who are being detained or transported. The directive also includes terminology definitions that offer language usage clarity to support respectful interactions." The new policy went into effect in March 2019.

Under "Directive 4.15" officers will:
- Be required to record a person's chosen name on paperwork, in addition to legal name (if different).
- Use a person's chosen name and pronouns when interacting with transgender people, regardless of what may be listed on their ID.
- Use a person's chosen name and pronouns when speaking to the media about transgender people.
- Transport transgender people who are in custody to the nearest medical facility to address immediate medical needs, including hormone therapy.
- When possible, transport and house transgender people who are in custody separately from other incarcerated people.
- Ensure transgender people have the opportunity to express a preference for the gender of the officer who searches them, and honor that preference unless doing so would compromise the safety of others.
