72 Philly Cops on Leave for Controversial Facebook Posts; Blvd Speed Camera Law; Mother Killed Baby

Philadelphia Police Commissioner Richard Ross announced today that 72 police officers have been placed on administrative leave as an investigation continues into controversial Facebook posts made by current and former members of the force. That number has grown as the police department sorts through the troubling content published by Injustice Watch, a non-profit journalism organization. The Plain View Project compiled a database of public Facebook made by officers "that appeared to endorse violence, racism, and bigotry." Philadelphia was one of several cities in the database. The Philadelphia law firm Ballard Spahr is acting as an independent entity and helping the police department sort through the posts. Ballard Spahr is identifying instances where the speech is constitutionally protected. Ross said the investigation continues, but to expect updates instead of waiting for a final report. Ross said that of the 72, some will lose their jobs and some will go back to the street, that hasn't been determined yet.

Philadelphia Mayor Jim Kenney signed the "Roosevelt Boulevard Speed Camera" legislation into law on Wednesday morning, 6/19. The bill passed City Council last month. "Today we are taking an important step to calm speeds on one of the most dangerous roads in our city," said Kenney. "At the beginning of my administration, I committed to taking action on the Roosevelt Boulevard. Adding automated speed cameras on the Boulevard is one of the most effective steps that we can take towards eliminating traffic deaths." Speed cameras will be installed along the entire 12 mile stretch of the Roosevelt Boulevard in Northeast Philadelphia. The cameras will take pictures of the back of an offending vehicle including license plate and record the location, date, and time. Fines will range from $100 to $150 depending on how much the driver exceeds the posted speed limit. The program will start in the fall. There will be a grace period to start where speeders will receive a warning. The cameras will hopefully reduce the number of traffic accidents and fatal crashes along one of the most dangerous roads in the country.

A Lehigh Valley woman has been charged with murder. Her newborn son was found dead inside a paint can in her home. Lehigh County District Attorney Jim Martin says 30-year-old Ashley Caraballo has been charged with criminal homicide, concealing the death of a child, and abuse of a corpse. In October 2017, Carabello was taken to the hospital for heavy vaginal bleeding. Doctor's found evidence that she had recently given birth and that she had basically ripped the baby out. They removed placental tissue and an umbilical cord from her. She denied she had given birth. Pennsylvania State Police started an investigation. While searching her home, authorities found the baby's body in a 5-gallon paint can in the basement. It was wrapped in a sheet inside a backpack and placed in the can. The baby had been born alive and was full term. The cause of death was one of or a combination of asphyxia, blood loss, and/or hypothermia. Caraballo turned herself in on Wednesday, 6/29. She is the mother of five other children.
