Philadelphia Mayor Jim Kenney Wins Primary; Big Democratic Upsets; Ballot Questions Approved

Philadelphia Mayor Jim Kenney won the Democratic nomination for mayor in a landslide in Tuesday's primaries. Kenney won roughly 67% of the vote going up against State Sen. Anthony Hardy Williams and former City Controller Alan Butkovitz. Billy Ciancaglini ran unopposed in the Republican primary and will face Kenney in November as the long shot.

There were several upsets in the Philadelphia elections. Councilwoman Jannie Blackwell lost to former Fairmount Park Conservancy director Jamie Gauthier in the race for the Democratic nomination in the City Council 3rd District. Blackwell has held the seat since 1992. It was previously held by her late husband, U.S. Rep. Lucian Blackwell. This ends a 45 year Blackwell dynasty. In the race for Philadelphia Sheriff, Rochelle Bilal beat out incumbent Jewell Williams and two others for the Democratic nomination. There is no Republican running. Bilal will become the first elected female sheriff in the 181-year history of the office. Williams has been facing sexual harassment allegations. Finallly, Register of Wills Ron Donatucci was ousted trying to seek an 11th term. Tracy Gordon, a former deputy city commissioner, won the nomination. 71-year-old Donatucci will have held the position for 40 years after this term.

Philadelphia had four questions on the ballot that related to gender-neutral City Council terms, the Office of Immigrant Affairs, Minimum Wage, and Public Safety Enforcement Officers. All four were approved. Here are the questions:

Question 1:Â Shall The Philadelphia Home Rule Charter be amended to change certain gender specific references (such as "councilman," "councilmen," and "Councilmanic") to gender neutral references (such as "councilmember," "councilmembers," and "Council")?

Question 2:Â Shall The Philadelphia Home Rule Charter be amended to establish and define the functions of the Office of Immigrant Affairs, headed by a Director of Immigrant Affairs?

Question 3:Â Shall The Philadelphia Home Rule Charter be amended to call on the General Assembly to either increase the Pennsylvania minimum wage now, so that it reaches $15 an hour, in stages, by 2025; or allow the City of Philadelphia to itself provide for a decent, family sustaining, living wage for working Philadelphians?

Question 4:Â Shall The Philadelphia Home Rule Charter be amended to require the establishment of "Public Safety Enforcement Officers" to assist the Police Department in regulating the flow of traffic; to enforce and assist the appropriate City officers in the enforcement of ordinances relating to the quality of life in the City's neighborhoods; and to perform such other related duties as the Managing Director or Council may require?
