Officer Shoots Special Needs Man Begging in Kensington; 13yo Boy Shot; PSPCA Helping ACCT Philly

A Philadelphia plainclothes officer opened fire on a man with special needs begging for quarters because the officer believed the man was armed. It happened around 9 p.m. on the 3400 block of G Street in Kensington. The family has identified the victim as 28-year-old Joel Johnson. The officer was sitting inside an unmarked vehicle at a red light. Police say that Johnson came out from between two cars and approached the driver's side saying something. The officer thought he saw a firearm in Johnson's hand. He fired three times through the window, hitting Johnson in the chest once. He is currently in critical condition at Temple University Hospital. The victim's family says that he has special needs and often begs for loose change. The officer is a 7 1/2 year veteran and assigned to East Detectives. The investigation is currently underway.

UPDATE: This officer has been identified as 29-year-old Detective Francis DiGiorgio.

A 13-year-old boy is recovering in the hospital after being shot on Monday night, 5/20, in Philadelphia's Kensington section. It happened around 8:30 p.m. on the 600 block of E. Clementine Street. The boy suffered a graze wound to the chest. He was taken to St. Christopher's Hospital for Children in stable condition. No arrests have been made.

Over the weekend, ACCT Philly (Animal Care and Control Team) temporarily closed its doors to any new adoptions or most intakes due to a rise in upper respiratory infections in its population. It will be shuttered for two weeks. In the meantime, the Pennsylvania SPCA will help lessen the burden. Stray dogs will now be taken the the SPCA's headquarters on Erie Avenue during the next two weeks.
