Fatal SEPTA Subway Stabbing in Center City; NJ Woman Shot in Car; Mayor Kenney Delivers 2020 Budget

A suspect is in custody after a fatal stabbing on a SEPTA subway concourse in Center City the day after SEPTA Transit Police went on strike. It happened on Thursday, 3/7, around 6:30 a.m. on the underground concourse at Broad and Spruce Streets near the Walnut-Locust station. Two men got into an altercation and one man stabbed the other in the chest. They both then left the station. The 30-year-old victim was found near the Spruce Street exit. He was taken to Hahnemnann University Hospital where he died. The suspect was arrested by a SEPTA police supervisor about an hour later after they reviewed surveillance tapes. Both men are believed to be homeless and know each other. The cause of the fight is not yet known. SEPTA Transit Police went on strike on Wednesday, 3/6, around 3:30 p.m. The final sticking point in negotiations relates to union members not being able to review their own body camera footage at the end of the day. SEPTA police supervisors are working 12-hour shifts and Philadelphia Police and local departments have increased patrols.

UPDATE: The suspect has been identified as 50-year-old Charles Dallas D Green. He was arrested at a homeless shelter shortly after the incident. He is charged with murder, robbery and possession of an instrument of crime.

The Burlington County Prosecutor's Office and Willingboro Police are investigating after a woman was found shot to death in a car parked on a street in Willingboro, New Jersey, on Thursday morning, 3/7. 21-year-old Maribely Lopez of Lindenwold was discovered sitting inside her car which was parked on the on the unit block of Medley Lane around 8:30 a.m. Police believe she was shot outside of the vehicle and placed inside. Neighbors were shocked by the incident in their normally quiet community. Anyone with information is asked to call the Willingboro Township Police Department Tip Line at 609-877-6958.

In an election year, Philadelphia Mayor Jim Kenney went before City Council on Thursday morning, 3/7, to deliver a $5-billion 2020 budget proposal as well as a five year plan. Public education, road repairs, and public safety would get significant attention and investment in the mayor's plans. Kenney's plan increases the Philadelphia School District budget by $700 million up to $1.2 billion over the next 5 years. Another $200 million is set aside for various traffic projects, expanding bike lanes, and resurfacing. Safety projects include an increase in police officers and expansion of body cams to the entire force, funding to battle the opioid crisis, and community focused projects like Philadelphiaâ€™s Roadmap for Safer Communities. City Council will now old hearings before voting on the plan.
