Drunk Driver With 5 DUIs Kills Woman in Head-on Crash; SEPTA Trains Hit 2; Kensington Shooting

A woman is dead and her husband is injured following a crash with a drunk driver in Delaware County on Saturday night, 2/16. It happened around 9:30 p.m. on the 3300 block of Market Street at the CSX Bridge in Upper Chichester. 30-year-old David Strowhouer had spent the day mourning at his mother's funeral. He has 5 prior DUIs and a suspended license. That didn't stop him from getting behind the wheel of his Dodge Ram pickup truck that night. While driving home, apparently intoxicated, Strowhouer crossed over the yellow line and struck a Subaru WRX head on. Deana Eckman was pronounced dead at the scene and her husband was injured. Strowhouer tried to tell police that his cousin was driving and had run off, but investigators determined he was alone in the truck. He has been charged with homicide by vehicle while DUI, aggravated assault by vehicle, and related offenses. Strowhouer remains in custody without bail. The mandatory minimum sentence if convicted is 7 years. "Given his past conduct of cycling in and out of jail, that gives us reason to ask the court to go above and beyond the mandatory sentencing guidelines in this case," said Delaware County District Attorney Katayoun M. Copeland. "On a day when he should've been with his family, he chooses to get drunk, cause a fatal crash and then create a lie for investigators."

Two people were stuck by separate SEPTA trains on Tuesday eveing, 2/19. A woman was struck and killed by the Norristown High Speed Line near the Roberts Road Station in Bryn Mawr. The line was shutdown between 69th Street and Radnor while officials investigated. Foul play is not suspected. In Southwest Philadelphia, a man was struck by a train on the Media/Elwyn Line near the Angora Station. His condition unknown. Service has been restored to both lines.

Philadelphia Police are investigating after a man was shot and killed outside of a Chinese restaurant in Kensington on Tuesday evening, 2/19. It happened around 6:50 p.m. on the 700 block of East Clearfield Street near Weymouth Street. Police responded to reports of shots fired. They found 20-year-old Malik Felipa of the 600 block of East Ontario Street shot in the chest. He was taken to Temple University Hospital where he was pronounced dead. No arrests have been made.
