Narberth Bans Plastic Bags and Straws; Man Shot By Police in Vineland ID; Center City Cop Hit By Car

Narberth Borough on the Main Line in Montgomery County, Pennsylvania, has become the first in the state to enact legislation aimed at restricting the use of plastic bags and straws. On Tuesday, 10/17, borough council unanimously passed an ordinance that effectively bans single use plastic bags and plastic straws. The ordinance offers businesses/consumers alternatives to plastic such as reusable or biodegradable options. There are also exceptions to the ordinance. Businesses can charge consumers $0.10 per plastic bag. Also, consumers with disabilities will be allowed to receive a straw if they ask for one, but businesses can't dispense plastic straws by default. First violations carry a warning. It's $100 for the second, $200 for the third, and $500 for the fourth violation. State Senator Daylin Leach and Representative Mary Jo Daley were at the announcement on Wednesday. They plan to introduce a similar statewide bill on Friday. "We want to create momentum for the idea that we are no longer a throw-away society, where we take things, use them for five minutes, and then throw them away for 1,000 years," said Leach. "That's just not sustainable." The law does not take effect for six months.

Officials have identified the man shot by police yesterday, 10/18, in Vineland, New Jersey. The New Jersey Attorney Generalâ€™s Office says 19-year-old Jacob Servais of Millville was killed in a police-involved shooting. It happened around 3:30 p.m. Thursday in the parking lot of Just for Wheels Car, Truck and Van Rental on the 2500 block of Delsea Drive. Detectives from the Cape May County Prosecutor's Office and Lower Township Police Department were conducting a law enforcement operation at the operation at the scene when they encountered Servais. He was taken to Inspira Medical Center in Vineland where he was pronounced dead. The circumstances surrounding the shooting are unclear. The investigation is ongoing.

A Philadelphia Police officer was struck by a car while chasing after a suspect in Center City on Friday afternoon, 10/19. It happened shortly after 2 p.m. at 16th Street and John F. Kennedy Boulevard. The officer was running after the suspect when he was hit by a passing vehicle. He was taken to Hahnemann University Hospital and is in stable condition. The officer is expected to be treated and released. No word on the suspect.
