Charges in Year Old Berks County Murder; Woman Attacked By Tinder Date; Speed Cameras on Boulevard

Berks County District Attorney John Adams announced charges on Wednesday in the murder of a woman whose body was found dumped in a wooded area last year. A female has been charged with the woman's murder while the female's brother and another man are charged with helping dispose of the body. 25-year-old Carmen Morales-Feliciano is charged with first-degree murder, third-degree murder, abuse of a corpse and other offenses. 22-year-old Christopher Morales-Feliciano and 26-year-old Christian Carmona-Llanos are charged with abuse of a corpse, criminal conspiracy and other offenses. The brother and sister are already in custody while Carmona-Llanos is still at large. Last October, 23-year-old Madison Walb was discovered wrapped in a carpet in a wooded area off of Riegel Road in Lower Heidelberg Township. According to Adams, she had been shot in the head in a first-floor apartment in the 800 block of Penn Street in Reading sometime after 1 a.m. on October 6, 2017, by Carmen Morales-Feliciano. Surveillance footage shows Walb entering the apartment and sometime later the two men carrying out a rolled up carpet with her arm dangling out. Police in Cheltenham, Montgomery County, are investigating after a woman was sexually assaulted outside an apartment complex after being lured there to meet up a Tinder date. It happened Monday, 10/1, around 7:30 p.m. at the Lynnewood Garden Apartments complex on the 1900 block of Ashbourne Road in Elkins Park. The woman had made arrangements to meet the suspect on Tinder and went to the area. When she arrived outside, the suspect approached her from behind, grabbed her, and forced her to a secluded area where he sexually assaulted her. The suspect then fled on foot. Anyone with information about this incident is asked to contact Cheltenham Township Police Detectives at 215-885-1600 ext. 499.

Speed cameras are expected to be installed along the Roosevelt Boulevard in Northeast Philadelphia and could be installed by January 2019. On Tuesday, 10/2, the Pennsylvania Senate approved a bill authorizing their use by a 47-1 vote. The bill has already passed in the House. Governor Tom Wolf is expected to sign the measure. The Boulevard is routinely ranked as one of the most dangerous roadways in the country. Posted speed limits along the 12-lane divided highway are 40 mph (from 9th Street in Hunting Park to Cottman Ave.) and 45 mph (from Cottman Ave to the Bucks County line). Last year, there were 3,000 crashes and 8 deaths. There have been 13 deaths so far this year. There will be 9 cameras installed along the 12-mile stretch of Rt-1 with signs posted every 2 miles warning drivers about the cameras' use. If you are caught going 11 mph over the posted speed limit, you can expect a $150 ticket in the mail. There will be a 30-day grace period after they are installed where you'll only get a warning in the mail. Some people welcome the cameras saying that the Boulevard has become a speedway with drivers racing between lights and darting across lanes. Detractors say it's just another money grab for the government, or that pedestrians crossing outside the crosswalks is what's unsafe.
