Police Body Cam Video in Vineland Shooting; NJ Beach Smoking Ban; 17 Die in MO Ride the Ducks Crash

The Cumberland County Prosecutor's office has released police body cam footage from last weekend's fatal encounter between Vineland police and a suspect outside a home (see video below). It happened on Saturday, July 14th on Wood Street near Northwest Boulevard. Police responded to reports of a suspicious man and found 37-year-old Rashaun Washington pacing back and forth and holding something in his hands. The prosecutor's office said in a statement that officer's used various de-escalation techniques throughout the 28-minute encounter. They said Washington alluded to be holding an explosive wrapped up inside a T-shirt. Officers tried to get him to drop what he was holding. When Washington started to walk towards them, officers opened fire. They also briefly released a K-9 and used mace. It turns out he was not holding an explosive, but was holding 8 Â¼ inch garden shears wrapped in the shirt. There have been several protests calling for justice. The prosecutor's office says the incident is still under investigation. The officer who shot Washington has not been identified, but has been put on administrative leave

New Jersey Governor Phil Murphy signed a bill today that bans smoking at all public beaches and parks. Murphy visited the beach in Long Branch to sign the legislation which passed the Legislature last month. The law will go into effect in 6 months. Fines for a first time offense are $250 and go up to $1,000 for a third offense. The bill doesn't specify who would enforce the law whether it would be lifeguards, police, badge checkers, or someone else, but Murphy doesn't think it should be the lifeguards. Designated smoking areas of 15% of the beach can be set up according to the bill and smokers can always use the parking lot.

Seventeen people died when a duck boat capsized on a lake in southwest Missouri on Thursday evening, 7/19. Twenty-nine people and two crew members were on the Ride the Ducks sight seeing boat out on Table Rock Lake near the country-and-western tourist town of Branson, Missouri. A severe thunderstorm warning for the area had been issued. The storm caused high winds and choppy water out on the lake. Nine of the 17 killed were from the same family. Two members of that family did survive. Ducks boats are amphibious vehicles that can operate on land and water and are popular as tourist vehicles. They have also been involved in high profile accidents. In Philadelphia in 2010, two Hungarian students were killed when a barge struck their duck boat that was stranded in the Delaware River. In 2015, a 68-year-old woman from Texas was stuck and killed crossing the street by a duck boat. Ride the Ducks, which is based in Branson, indefinitely suspended their operations in Philadelphia in 2016.
