Missing Blaze Bernstein Body Found; Gov Wolf Declares Opioid Emergency; Marine Unit Ice Drills

The body of a missing University of Pennsylvania student has been found in a Southern California park days after he had gone missing. 19-year-old Blaze Bernstein was home on winter break. He was last seen by a friend around 11 p.m. on January 2nd entering Borrego Park in the Foothill Ranch area of the city of Lake Forest, Orange County. The two had gone to meet a third friend. Bernstein's body was found in some brush surrounding the park. Crews searched for days to locate the missing teen. An autopsy will determine an exact cause of death. Orange County officials are investigating the death as a homicide.

Pennsylvania Governor Tom Wolf has declared the heroin and opioid addiction epidemic a statewide disaster emergency. The declaration will provide more tools and open up more resources to help the state fight the growing crisis. In 2016, over 4600 Pennsylvanians died from overdose and 5260 died in 2017. Pennsylvania has the 4th highest rate in the country. An Opioid Operational Command Center will be set up at the state's emergency management headquarters (PEMA) in Harrisburg. Although disaster declarations are typically used after severe weather events, seven other states have taken similar measures. Read Attorney General Josh Shapiro's statement down below.

Members of the Philadelphia Police Department Marine Unit were out in FDR Park in South Philadelphia today doing ice rescue training. Around a dozen members took turns performing a number of different rescue scenarios on the frozen water. A 'victim' would roll into a hole cut into the ice and the rescuer would go after them before they were both pulled to safety by those on shore. Their message to the public is to never go out on the ice. You never know how thick or consistent it is. Consider all ice dangerous.

Attorney General Josh Shapiro's statement on opioid disaster declaration:

"Governor Wolf's statewide disaster declaration on the heroin and opioid epidemic is an important step for Pennsylvanians as we confront the number 1 public health and public safety crisis facing our Commonwealth.

This crisis has been my top priority since I took office last January. The Office of Attorney General arrests on average more than 4 drug dealers a day. Our arrests of medical personnel and others for illegally diverting prescription drugs are up 72 percent. Our national investigation with 41 Attorneys General of the pharmaceutical industry and the opioid painkillers fueling this epidemic is ongoing and active.

But as we continue losing more Pennsylvanians to overdoses, it's clear we must do more. Governor Wolf's disaster declaration will enable state agencies to waive regulations, lowering barriers to treatment. It will create a coordinated response within PEMA to allow agencies to take a more unified approach to the epidemic. These steps are in addition to earlier actions by the governor in launching the Prescription Drug Monitoring Program, providing funding to implement Centers of Excellence for treatment, and providing law enforcement and first responders with naloxone.
I thank Governor Wolf for his leadership and partnership as we work together every day to save Pennsylvanians' lives."
