Woman Found Dead in Berks Co.; 43 Dead Dogs, 32 Rescued in DE; PA AG to Appeal Amtrak Charges

Detectives in Berks County are investigating after the body of a young woman was found in the woods off a rural road on Sunday night. 23-year-old Madison Walb of Reading was found by Lower Heidelberg Township police off Riegel Road. An autopsy on Monday ruled the death a homicide, but the cause of death has not yet been determined pending a toxicology report. Police believe she was killed elsewhere and dumped at that location. Anyone with information is asked to contact Berks County detectives at 610-478-7171.

The Office of Animal Welfare received a tip on Sunday about severely neglected animals living on a property in Seaford, Sussex County in southern Delaware. After obtaining a search warrant, state animal control officers found 43 dead dogs. 31 living dogs and 1 cat were taken by the Brandywine Valley SPCA. They are all extremely emaciated and in need of grooming due to the neglect. One dog was very ill and had to be euthanized. They are being taken care of at the Georgetown campus. Pennsylvania Attorney General Josh Shapiro has appealed a judge's decision last month to dismiss criminal charges against the engineer in charge of Amtrak 188 when it crashed in Philadelphia in May 2015. The Philadelphia District Attorney's office originally declined to press charges this past May as the statute of limitations in the case were set to expire. Family members of Rachel Jacobs, who was killed in the crash, made a private criminal complaint which was upheld by a Philadelphia judge who ordered charges related to Jacobs. The Philadelphia DA recused itself and asked the state to takeover. Shapiro expanded the charges to include involuntary manslaughter counts for all 8 killed, reckless endangerment for all 238 injured, and causing or risking a catastrophe. Judge Thomas Gehret threw out the charges saying the evidence, including the NTSB reports, show this was an accident and not negligence or malice.
